Foster Care Licensing & Recruitment Supervisor

The Foster Care Licensing & Recruitment Supervisor provides primary supervision of Foster Care Recruiter Trainers and oversees the recruitment, training, and licensing of Children’s Hope Alliance Foster Homes. This position supervises the recruitment and licensing of foster parents, ensuring homes are trained and licensed according to accreditation, licensing, and regulatory standards. The supervisor is responsible for recruitment goals, growth through marketing, and targeted recruitment of qualified foster parents to provide family and therapeutic foster care, IAFT services, and professional foster parenting. The supervisor ensures key performance indicators are met and that Children’s Hope Alliance values and principles are carried out.
Principal Duties and Responsibilities
Work with the Director and other foster care staff to identify targeted needs for foster parents across NC.
Participate in leadership and operations meetings as a member of the department leadership team.
Oversee development and monitoring of targeted recruitment and program recruitment plans.
Utilize marketing strategies to accomplish recruitment goals (local media, social media, flyers, community boards, existing foster parents).
Actively recruit new foster homes for all programs and support community awareness.
Establish and maintain contacts with community stakeholders (schools, community organizations, service groups, churches) to recruit foster parents.
Target key groups and organizations through presentations, large-scale recruitment events, and recognition events.
Ensure quarterly recruitment quotas are met for each supervisee.
Serve as the point of contact for state licensing guidelines, update leadership on changes, and ensure compliance with Foster Parent Licensure Policy and procedure, and state & federal laws.
Support evaluation of suitability for foster care placement and serve as evaluator of homes both new and ongoing.
Oversee and coordinate training and onboarding of new foster homes, ensuring licensing requirements are completed within assigned timeframes.
Coordinate annual and in-service training required for ongoing licensure and license renewal.
Optimize use of foster parent licensing software for new and renewal licensing; ensure all renewal training is completed and licensing submitted timely.
Create and manage a data-driven team via a KPI dashboard.
Supervision Responsibilities
Provide guidance, coaching, motivation, training, and development activities to Recruiter Trainers.
Ensure staff complete all documentation and reports professionally and timely.
Prepare and conduct staff performance evaluations, including progressive discipline when appropriate.
Engage in reflective supervision through active listening and coaching to support staff development and independent decision-making.
Provide support and backup to team members as needed.
Review all license applications prior to submission.
Requirements
Bachelor’s degree in Psychology, social work, or related field and required previous work experience in related field.
Preferred three years of child welfare experience (licensing experience strongly preferred).
Preferred two years of supervisory/administrative experience.
Strong communicator and collaborator who enjoys developing relationships with colleagues and stakeholders.
Must value data and rely on it to drive meaningful change and improved outcomes.
Ability to work independently while meeting Key Performance Indicators.
