The department of Veterinary Clinical Sciences and the Veterinary Teaching Hospital seeks an experienced Personnel and Payroll Manager to join our team. Responsibilities
Direct and oversee personnel and payroll operations for the department of Veterinary Clinical Sciences and the Veterinary Teaching Hospital, a large, complicated organization consisting of faculty, graduate assistants, administrative professional staff, civil service staff, temporary hourly workers and student employees. Independently direct personnel and payroll processes for these employees in compliance with state, university and union policies. Manage recruitment efforts, hiring, reclassifications, salary adjustments, annual review processes, time and leave reporting, payroll activities and position budget planning. Oversee graduate assistantship appointments in compliance with university guidelines and union contract terms. Coordinate with and advise departmental leadership to ensure personnel policies and procedures are followed and organizational goals are met. Review processes and procedures on an ongoing basis to identify opportunities to create efficiencies and streamline processes. Provide ongoing training opportunities for departmental and hospital staff and supervisors on personnel, payroll, and time/leave reporting matters. Supervise 2 FTE supporting personnel, recruitment and payroll support services, and work closely with the Assistant Director to manage position budget, and prepare fiscal analysis to assist with organizational planning. This is a full time (100% FTE), permanent position. This position is overtime eligible. Salary:
$5,635 - $6,763 | Commensurate with experience and qualifications. In accordance with RCW 49.58.110, the above salary reflects the full salary range for this position. Individual placement within the range is based on the candidate’s current experience, education, skills, and abilities related to the position. Benefits

A Bachelor’s degree in a relevant field and four (4) years of progressively responsible experience in a field related to the functional managerial area which has included at least one (1) year of supervisory experience. Any combination of relevant education and experience may be substituted for the educational requirement on a year-for-year basis.
Strong organizational, interpersonal, and communication skills (both verbal and written).
Ability to perform tasks in a fast-paced professional environment, while managing interruptions, meeting deadlines and providing high quality service to all constituents.
Demonstrated effective writing and proofreading skills.
Proficiency using MS Office applications.
Strong customer service orientation.
Demonstrated ability to confidently interact and communicate at all levels of the Unit.
Preferred Qualifications
Experience in higher education or similar complex organization.
Experience with recruitment, hiring, personnel and payroll management in higher education. Experience working with WSU policies, procedures, and systems.
Experience working with Workday or similar personnel management information system.
Experience with faculty review processes.
Experience supervision or leading the work of others.
