Administrative Analyst (Administrative Analyst/Specialist - Non-Exempt) Student Assistance in Learning (SAIL) Program – California State University, San Bernardino

Under the general supervision of the Director of the SAIL Program, the Administrative Analyst/Specialist (AAS) provides essential administrative and technical support related to federal reporting and compliance requirements, financial budget analysis and planning, operational support, and payroll.

Responsibilities

Verify income and eligibility of new participants per federal SSS guidelines.

Identify discrepancies and ensure participant files meet compliance standards.

Conduct regular audits to maintain compliance with federal regulations.

Collect, maintain, and securely store student data.

Aggregate and analyze data for reports to the Director, division leadership, and DOE.

Compile and present audit reports for campus and auxiliary units.

Coordinate and prepare data for the U.S. Department of Education's Annual Performance Report.

Coordinate scholarship and grant program logistics in compliance with federal, state, and campus rules.

Prepare budget projections, uploads, and control reports.

Calculate rollover amounts and reconcile grant, state, and gift accounts.

Perform budget and expense transfers; attend division and campus budget meetings.

Communicate with procurement, accounting, and budget officers to ensure policy compliance.

Interpret payroll policies and ensure timely submissions.

Certify monthly payroll for staff and student assistants.

Track absences, schedule changes, and leave balances; provide monthly updates to the Director.

Liaise with HR and Payroll to resolve discrepancies.

Maintain personnel and payroll documentation (PTRs, authorizations, etc.).

Provide lead work direction to the Administrative Support Assistant and student staff.

Support administrative and personnel operations to achieve program goals.

Coordinate purchasing and travel processes; ensure expenditures meet funding criteria.

Resolve purchasing issues with vendors and campus departments.

Participate in Student Affairs meetings and recruitment activities.

Serve as primary liaison for University Enterprise and Sponsored Programs transactions.

Minimum Qualifications

Bachelor's degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.

Required Qualifications

General knowledge and skills in the applicable administrative and/or program field with a foundational knowledge of public administration principles, practices, and methods.

Working knowledge of program and administrative specialties, budget policies and procedures, and the ability to apply fundamental concepts.

Ability to learn, interpret, and apply a wide variety of policies and procedures related to the program and organizational unit.

Knowledge of basic research and statistical analysis methods and the ability to apply them.

Ability to analyze data and make accurate projections using business mathematics and basic statistical techniques.

Ability to organize and plan work and projects, including handling multiple priorities.

Ability to make independent decisions and exercise sound judgment.

Ability to compile, write, and present reports related to program or administrative specialty.

Demonstrated ability to establish and maintain effective working relationships within and outside the work group and serve as a liaison for the unit.

Preferred Qualifications

Experience working with educational equity programs, preferably TRIO programs.

Experience in overcoming barriers similar to those of TRIO students.

Compensation and Benefits Anticipated Salary: Step 1 – Step 5 ($4,799 – $5,195). Classification Salary Range: Step 1 $4,799 – Step 20 $6,992.
