Advisor Project Manager-Construction Claims Specialist
The Naval Nuclear Laboratory (NNL) seeks an experienced Construction Claims Specialist to support the Legal Department and manage contractor claims and Requests for Equitable Adjustment (REAs) for complex construction projects.
Job Description As an essential member of the Legal team, you will interface with Construction Project Teams, procurement, vendors, outside legal firms, and auditors. Your responsibilities include reviewing contract documents, gathering and analyzing claim data, advising on documentation requirements, and developing independent recommendations to resolve claim issues. You will organize multiple projects, meet deadlines, and maintain compliance with all policies and safety & environmental standards.
Essential Job Functions
Interface with Construction Project Teams and other groups inside and outside of the organization.
Assist in‑house counsel in managing and developing claims.
Review and understand relevant contract documents.
Collect, review, and analyze relevant data for claim responses and development.
Advise the Project Team on documentation required to pursue and defend claims.
Analyze and make independent recommendations regarding solutions to problems of varying complexity.
Organize and prioritize a variety of projects and multiple tasks.
Plan and carry out tasks from management staff.
Maintain compliance with all applicable policies, procedures, and global standards.
Adhere to Fluor's Health, Safety & Environmental and Sustainability Policies.
Effectively develop and apply Core Skills to the job.
Travel monthly (minimum) to construction sites as required.
Meet expectations on attendance and punctuality.
Other duties as assigned.
Required Combination of Knowledge and Skill Bachelor's degree from an accredited college or university and a minimum of 12 years of relevant experience; or Master's degree and a minimum of 10 years of relevant experience.
Preferred Skills
Experience evaluating, defending, and building claims in the construction industry.
Detail oriented; organized, motivated, and capable of managing multiple tasks with conflicting deadlines.
Strong team player with the ability to work independently with minimal supervision.
Adaptability, strong judgment, reliability, and confidentiality.
Working knowledge of MS Office (Word, Outlook, Excel).
Excellent verbal and written communication skills.

Pay Range $128,000.00 – $204,000.00 annually (salary information is a general guideline only).
Location Pittsburgh, PA (hybrid – onsite and remote components).
Additional Information The Naval Nuclear Laboratory is operated for the U.S. Department of Energy (DOE) by Fluor Marine Propulsion, LLC (FMP), a wholly owned subsidiary of Fluor Corporation. NNL personnel work at multiple DOE and DoD facilities, including Bettis, Knolls, Kenneth A. Kesselring Site, Naval Reactors Facility, and the Nuclear Power Training Unit – Charleston.
