Chief Financial Officer (CFO)
– Department of Social Services, State of South Dakota.
Full‑time, 40‑hour week. Negotiable location within the State of South Dakota. This is a leadership position within the Department of Social Services (DSS), an agency dedicated to providing a safety net for South Dakotans.
Primary Job Duties and Responsibilities
Oversee budget, accounts payable, accounting, financial reporting, provider reimbursement, contract administration, and program integrity.
Supervise a fiscal division leadership team of two deputy directors and other program administrators (total of 7 direct reports).
Develop policies and procedures that support the department’s strategic plan and mission.
Collaborate with other DSS divisions to ensure maximum impact, efficiency, consistency, and coordination of fiscal processes and decisions.
Implement and continually improve the Department’s risk‑control matrix.
Build and maintain relationships with internal and external stakeholders, including the Bureau of Finance and Management, Legislative Research Council, State Auditor, and provider associations.
Represent DSS to legislators and stakeholders during Legislative Sessions and interim committee hearings.
The Ideal Candidate Will Have
Advanced degree in business, accounting, finance, or a related field.
Multiple years of experience in accounting and managing staff in large organizations with fiscal/budgetary oversight responsibilities.
Excellent leadership and communication skills, with a proven track record of fostering partnership relationships with staff and stakeholders.
Advanced Understanding Of
Government accountancy, budget management, and audit principles.
Leadership techniques.
Administration within statutory law and regulation requirements.
Fiscal procedures and regulations.
Skill To
Monitor and assess staff performance and make improvements as needed.
Develop and monitor programs and processes as required.
Author vision and manage multiple workstreams concurrently to achieve objectives.
Establish and pursue high‑level goals.
Ability To
Perform executive‑level leadership duties.
Lead process improvement and implement quality‑assurance measures.
Apply strategic thinking when developing policies and processes.
Coordinate work across divisions to ensure collaboration.
Present complex information clearly to various groups.
