Tax Manager, State and Local Tax - Unclaimed Property
Responsible for advising clients on the tax implications and other accounting matters affecting their business objectives, with a focus on unclaimed property compliance and consulting. This role enables the professional to apply tax and accounting expertise, project management, and analytical skills in a consultative capacity where sporadic data sets are collected, analyzed, and modeled.
Job Summary The SALT Manager, Unclaimed Property will recommend alternate courses of action and identify methods of complying with unclaimed‑property statutes and regulations. Responsibilities include project management, client and state presentations, compliance coordination, audit defense, VDA engagements, business development, and monitoring policy changes. The role also supports the Core Tax and Audit Partners and senior leaders with SALT expertise.
Key Responsibilities
Research
Identify complex situations requiring research, outline issues, and select appropriate research sources.
Analyze findings and produce detailed research reports.
Build relationships with Department of Tax, Department of Revenue, and Treasury personnel.
Stay current on unclaimed‑property statutory, regulatory, and case‑law changes.
Unclaimed Property Compliance
Gather and manipulate client data for annual escheat returns.
Use FSI Track, BDO Global Portal, and other systems for data gathering and import into FSI Track.
Identify B2B and other exemptions and perform reconciliations.
Compose responses to state authority notices, assist with due‑diligence letters, payment processing, and exam support.
Communicate routinely with clients and the UP team.
Unclaimed Property Consulting
Draft memorandums, opinions, and other documentation on escheat issues.
Determine escheat planning processes, develop policies, and address internal controls.
Represent clients on audits, voluntary disclosures, and gift‑card planning opportunities.
Conduct client interviews, onsite visits, and review ledger detail and other source data.
Prepare and review scheduling decks, remediation procedures, and exposure models.
Assist with refund review processes and coordinate engagement letters and management.
Assist in consultative selling strategies and pursue a $250k–$350k+ annual business‑development goal, including 3–5 new business leads.
Maintain CRM entries, participate in trade organizations, public speaking, and networking events.
Manage clients’ expectations and oversee multiple concurrent projects.
Unclaimed Property Controversy
Represent clients before any tax authority on contested issues.
Unclaimed Property Related Software
Use FSI Track, tax research databases, and other tax‑related software.
Maintain knowledge of GL systems (SAP, Oracle, JD Edwards, AS/400, Epicor).
Participate in technology enhancements for the unclaimed‑property group.
Other Duties
as required.
Supervisory Responsibilities
Oversee the workload of SALT Senior Associates and Associates, review work product, and train on software.
Evaluate performance, develop goals, and provide feedback and performance evaluations.
Act as a career advisor to SALT Senior Associates and Associates.
Education, Experience, and Qualifications
Bachelor’s degree required; focus in Accounting preferred.
Minimum five (5) years of tax, auditing, internal audit, or forensic accounting experience in a public accounting firm or in‑house setting.
Prior supervisory experience required.
CPA, Attorney (admitted to practice in a U.S. jurisdiction), or IRS Enrolled Agent (EA) required.
Proficient in Microsoft Office (Excel and Word) required; experience with Power BI, Alteryx, and other software preferred.
Excellent verbal and written communication, advanced analytical and research skills, strong organizational skills, and the ability to manage multiple projects and a team.
Advanced knowledge of tax standards, sources of relevant information, and the impact of tax issues on clients.
Salary Ranges
National: $79,800 – $168,000
Maryland: $79,800 – $168,000
NYC/Long Island/Westchester: $79,800 – $168,000
Washington DC: $79,800 – $168,000
