Position Description IDS is currently seeking a Planning, Programming, Budget, and Execution (PPBE) Budget Analyst with experience in Department of Defense financial management processes, government financial and accounting systems, acquisition and budgeting processes, and relational databases. The role involves providing on‑site support and training to a government customer and developing, training, briefing, integrating, correlating, and analyzing phases of the Planning, Programming, Budgeting, and Executive process within the AATS enterprise.
Responsibilities Include, But Are Not Limited To, The Following
Act as a financial and technical consultant for a DoD program management and financial management system.
Provide expert utilization of the Comprehensive Cost and Requirement System (CCaR) and all its functionality.
Execute reporting for the Division and cross‑check and verify databases and financial systems.
Serve as liaison between different financial systems, guiding daily use and maintaining system integrity.
Develop, train, brief, integrate, correlate, and analyze phases of PPBE as applied to all programs within the AATS enterprise.
Ensure compliance with Financial Improvement and Audit Readiness guidelines and support documentation for Air Force/Space Force & HHQ directed audits.
Produce budget‑related inputs for Acquisition Reports, including SAR, DAES, MAR, and PMR, using government‑accepted databases and best practices.
Validate reporting data, report differences to the Government, and act as liaison for CCaR between AATS and the designated TASO.
Respond to functional and technical queries from CCaR Administrators within 4 hours and log issues in SERS within 24 hours.
Provide guidance on data pushes to SAF/SQ mandated systems (PMRT, MAR, DAPR, PDAA).
Analyze CCaR database health and advise on corrections within 30 business days.
Support other government financial functions as required.
Knowledge and Skills
Minimum nine (9) years of DoD government acquisition, finance, or financial management experience; minimum five (5) years of DoD Space experience.
Proficiency in Microsoft Office, DoD Electronic Document Access, Defense Transaction Interface Module, WAWF, myInvoice, GAFS, MOCAS, PMRT, IDECS, CRIS, PIEE, DEAMS, FM‑Suite, ADVANA, PowerBI, Treasury’s Collections Information Repository, and CCaR.
Education and Work Experience
Bachelor’s degree in Management, Business, Economics, Finance, Accounting, Mathematics, Science, Technology, Engineering, Statistics, or related field.
Physical & Mental Qualifications
Must be able to sit, type, hear, see, and speak for extended periods.
Must consistently work at a computer for prolonged periods.
Must communicate accurate information clearly.
Must lift/carry at least 15 lbs.
May need to move around office space to access file cabinets and supplies.
Security Clearance
Applicants will undergo a federal background investigation and must meet additional eligibility requirements for access to classified information.
Travel
Some travel may be required.
Hours
Normal work schedule (Monday‑Friday) may vary; additional hours and/or weekends may be required to meet deadlines or travel obligations.
Salary Range
$110,000 – $160,000 per year.
Salary estimate is based on qualifications, location, and business needs and may be adjusted.
