The Work Unit The Health Promotion and Chronic Disease Prevention (HPCDP) Branch

in Prevention Services Division (PSD), reviews, plans, designs, implements and evaluates public health chronic disease interventions and related risk factors with the goal of advancing health and improving health‑related quality of life for all Coloradans. Special emphasis is placed on evidence‑based practices, data‑based and evidence‑informed decision making, capacity‑building, partnerships, and integration between program efforts for efficiency and effectiveness. The Tobacco Program is part of the HPCDP Branch.

We are aware that many chronic diseases share the same systemic causes: tobacco use, lack of access to nutritious foods, built environments to support physical activity, social connectedness, and poverty and economic instability.

The purpose of the Tobacco Program is to reduce tobacco use and tobacco’s adverse health effects in Colorado through funding, promotion, and support of primary prevention, education, and cessation efforts. The Tobacco Program implements C.R.S. Title 25, Article 3.5 Part 8 Tobacco Education, Prevention and Cessation Programs. This position works collaboratively with other tobacco content experts and leadership in the Tobacco Program to identify strategies that improve overall outcomes for all Coloradans. The Tobacco Program is seeking professionals with lived experiences and/or local experience partnering with diverse populations who are impacted by tobacco use to lead this work.

The FDA Tobacco Retailer Inspection program is located within the Tobacco team and ensures compliance with and implementation of FDA tobacco enforcement as part of the 2009 Federal Family Smoking Prevention and Tobacco Control Act through the application of best practices to improve the health and quality of life of Coloradans.

The Tobacco Program implements C.R.S. Title 25, Article 3.5 Part 8 Tobacco Education, Prevention and Cessation Programs. This position works with other tobacco content experts and leadership in the Tobacco Program.

The Position This position exists to coordinate and maintain the operation of the statewide FDA Tobacco Retailer Inspection program in support of the Federal Family Smoking Prevention and Tobacco Control Act of 2009. It provides administrative coordination and support leadership on grant management, program planning, project management, and contract management within the Tobacco Unit and the FDA Tobacco Team. The position assists with maintaining compliance and provides subject matter expertise over federal tobacco laws, including evidence based surveillance data and current literature on promising practices and trends in the field.

This position obtains and maintains FDA commissioned officer status achieved by successful completion of a Level 5 Public Records Access background investigation.

Responsibilities include: monitoring contract deliverables, coordinating communications between grantees and program staff, supporting the preparation and submission of scopes of work for competitive requests for applications, providing administrative support for deliverables within specific contracts, coordinating communications between grantees and tobacco unit experts, maintaining regular communication with federal funding partners and local public health agency staff, providing customer service and technical support guidance to inspectors in real time, reviewing and updating program initiatives, recommending updates to key program initiatives and Tobacco Review Committee decisions, reviewing applications for tobacco grant funds, interacting with statewide partners, coalition and advocacy groups to increase public and decision‑maker knowledge, collaborating and coordinating with community partners on projects related to implementing the Tobacco Strategic Plan and CDC work plan.

Monitor contract deliverables, coordinate communications between grantees and program staff.

Support preparation and submission of scopes of work for competitive requests for applications.

Provide administrative support for contract deliverables and maintain regular communication with federal funding partners.

Provide customer service and technical support guidance to inspectors in real time.

Recommend updates to key program initiatives and Tobacco Review Committee decisions and priorities.

Review grant applications and recommend grants that meet community needs.

Collaborate with statewide partners, coalitions, and advocacy groups to increase awareness of effective tobacco control interventions.

In addition to the above duties, the position recommends strategies for the program’s work to address the CDC and Strategic Plan based on surveillance findings and evidence updates, reviews applications for tobacco grant funds, interacts with statewide partners, and coordinates projects related to implementing the Tobacco Strategic Plan and CDC work plan.

Class Code & Classification Description H1B3XX Administrator III

Experience Only: Six (6) years of relevant experience in grant‑making and contract monitoring, tobacco prevention, grant program implementation, public health project representative, program operations, commissioned officer, retail compliance implementation, or similar fields.

OR Education and Experience: A combination of related education, graduation from an accredited college or university in Business, Public Health, Public Administration or closely‑related field AND relevant experience in grant‑making and contract monitoring, tobacco prevention, grant program implementation, public health project representative, program operations, commissioned officer, retail compliance implementation, or similar fields equivalent to six (6) years.

Preferred Qualifications and Essential Competencies

Demonstrated experience working with the Federal Family Smoking Prevention and Tobacco Control Act of 2009.

Knowledge of and demonstrated expertise in the enforcement of federal tobacco laws.

Experience interpreting Federal guidance communications.

Experience developing and updating training and resource materials and implementing standardized guidelines.

Experience managing contracts and providing oversight to deliverables.

Experience in project management and facilitation, including presenting, providing written communication, and using Google applications.

Experience establishing collaborative partnerships and working relationships with internal and external stakeholders, including consulting and advising stakeholders and using communication and negotiation techniques to influence and drive initiatives.

Experience conducting research, and analyzing and synthesizing information.

Experience working in the public health field.

Conditions of Employment

Pursuant to CDPHE policy, a background check is required for all positions at CDPHE.

Must be willing to travel 15% of the time as the position requires. Overnight stays may be required for inspections, meetings and trainings as required by federal funding agency and site visits.

Must be willing to work a hybrid schedule.
