This position exists to coordinate and maintain the operation of the statewide FDA Tobacco Retailer Inspection program in support of the Federal Family Smoking Prevention and Tobacco Control Act of 2009. Responsibilities include administrative coordination and support leadership on grant management, program planning, project management and contract management within the Tobacco Unit and the FDA Tobacco Team. The position assists with maintaining compliance with federal tobacco laws, including surveillance data and current literature, and provides subject matter expertise. It monitors contract deliverables, coordinates communications between grantees and program staff, and supports the preparation and submission of scopes of work for competitive requests for applications. It provides customer service and technical support guidance to inspectors in real time while in the field. It supports the progression of goals and benchmarks in the 2030 Strategic Plan, monitors outcomes, and determines programming changes based on information. It provides education and technical assistance to Amendment 35 grantees and assesses fiscal and contract compliance in consultation with tobacco subject matter experts. It maintains contact with grantees through calls and written reports and assists with problem-solving issues. It recommends updates to key program initiatives and priorities, reviews applications for tobacco grant funds, and collaborates with statewide partners, coalitions, and advocacy groups to increase public knowledge about tobacco dangers and interventions. It coordinates with community partners on projects related to implementing the Tobacco Strategic Plan and the CDC work plan. Minimum Qualifications
The posting is open to residents of the State of Colorado at the time of submitting your application. Class Code & Classification Description: H1B3XX, Administrator III. An applicant may meet the minimum qualifications through work experience alone or through a combination of education and work experience. Experience options: Six (6) years of relevant experience in grant-making and contract monitoring, tobacco prevention, grant program implementation, public health project representation, program operations, commissioned officer duties, retail compliance, or similar fields. OR Education and Experience: a combination of related education (degree in Business, Public Health, Public Administration or closely-related field) and relevant experience, equivalent to six (6) years. If using education to qualify, a copy of transcripts (unofficial acceptable) must be provided with the application. Preferred Qualifications And Essential Competencies
Demonstrated experience working with the Federal Family Smoking Prevention and Tobacco Control Act of 2009 Knowledge of and expertise in enforcement of federal tobacco laws Experience interpreting Federal guidance communications Experience developing and updating training and resource materials and implementing standardized guidelines Experience managing contracts and providing oversight to deliverables Experience in project management and facilitation including presenting, written communication, and using Google applications Experience establishing collaborative partnerships with internal and external stakeholders, including consulting and advising, using negotiation techniques Experience conducting research and analyzing information Experience working in the Public Health field Conditions Of Employment
Background check is required for all CDPHE positions Willingness to travel up to 15% of the time; overnight stays may be required for inspections and meetings Hybrid schedule availability If transcripts are used for qualification, attachments are required Must be able to take phone calls in the evening and on weekends Employment is contingent upon successful completion of a Level 5 Public Records Access background investigation by the FDA Appeal Rights
