This position exists to coordinate and maintain the operation of the statewide FDA Tobacco Retailer Inspection program in support of the Federal Family Smoking Prevention and Tobacco Control Act of 2009. Responsibilities include: Provide administrative coordination and support leadership on grant management, program planning, project management and contract management within the Tobacco Unit and the FDA Tobacco Team. Maintain compliance with federal tobacco laws and provide subject matter expertise on related surveillance data and current literature. Support the progression of goals and benchmarks in the 2030 Strategic Plan, monitor outcomes, and determine program changes based on data and evidence. Educate and provide technical assistance to grant cohorts, monitor fiscal and contract compliance, and advise on contract fidelity to the established evidence base. Maintain contact with grantees through calls and written reports, assist with problem-solving, and provide real-time customer service and guidance to inspectors in the field. Collaborate with statewide partners and stakeholders to implement the Tobacco Strategic Plan and CDC work plan. Qualifications

Class Code & Classification Description H1B3XX — Administrator III Experience Options Experience Only: Six (6) years of relevant experience in grant-making and contract monitoring, tobacco prevention, grant program implementation, public health project representation, program operations, commissioned officer, retail compliance implementation, or similar fields. OR Education and Experience: A combination of related education and experience equivalent to six (6) years. Preferred Qualifications And Essential Competencies Demonstrated experience with the Federal Family Smoking Prevention and Tobacco Control Act of 2009; Knowledge of enforcement of federal tobacco laws and interpreting Federal guidance; Experience developing training materials and implementing standardized guidelines; Experience managing contracts and overseeing deliverables; Project management and facilitation experience, including communication and use of Google applications; Ability to establish collaborative partnerships with internal and external stakeholders and influence initiatives; Experience conducting research and analyzing information; Experience working in the Public Health field. Background check required for all positions at CDPHE. Must be willing to travel 15% of the time; overnight stays may be required for inspections and meetings. Hybrid work schedule acceptable. If using transcripts to earn qualification credit, attach transcripts to the application. Employee must be available to take phone calls in the evening and on weekends.
