This posting is for positions within the Health Promotion and Chronic Disease Prevention (HPCDP) Branch, Tobacco Program.

Responsibilities This position exists to coordinate and maintain the operation of the statewide FDA Tobacco Retailer Inspection program in support of the Federal Family Smoking Prevention and Tobacco Control Act of 2009. Responsibilities include:

Provide administrative coordination and support leadership on grant management, program planning, project management, and contract management within the Tobacco Unit and FDA Tobacco Team.

Maintain compliance with and provide subject matter expertise over federal tobacco laws, including surveillance data and literature on best practices and trends.

Monitor contract deliverables, coordinate communications between grantees and program staff, and support the preparation and submission of scopes of work for competitive requests for applications.

Provide customer service and technical support guidance to inspectors in the field.

Support achievement of goals and benchmarks in the 2030 Strategic Plan, including surveillance outcomes and program reporting, and inform programming changes based on data.

Educate and provide technical assistance to Amendment 35 grantees, assess fiscal and contract compliance, and verify fidelity to the evidence base.

Recommend updates to program initiatives and participate in decision-making for grants and priorities related to reducing tobacco-related harms in diverse communities.

Interact with statewide partners, coalitions, and advocacy groups to raise awareness and coordinate with community partners on Tobacco Strategic Plan and CDC work plans.

Residency and Qualifications Residency.

This posting is open to residents of the State of Colorado at the time of submitting your application.

Minimum Qualifications.

An applicant may meet the minimum qualifications through work experience or a combination of education and work experience. Options include:

Experience: Six (6) years in grant-making and contract monitoring, tobacco prevention, grant program implementation, public health project representation, program operations, commissioned officer, retail compliance implementation, or related fields.

Education and Experience: A combination of related education (degree in Business, Public Health, Public Administration or closely-related field) and relevant experience equal to six (6) years.

If using education to qualify, a copy of transcripts (unofficial acceptable) must be provided with the application.

Preferred Qualifications and Essential Competencies

Experience with the Federal Family Smoking Prevention and Tobacco Control Act of 2009.

Knowledge of federal tobacco law enforcement and related federal guidance communications.

Experience developing training materials and standardized guidelines; contract management and oversight of deliverables.

Project management, facilitation, and strong written and verbal communication; ability to work with internal and external stakeholders.

Experience in research, analysis, and synthesis of information; public health background.

Conditions of Employment

Background check required for all CDPHE positions.

Travel up to 15% and possible overnight stays for inspections, meetings, and trainings with federal funding agencies.

Willingness to work a hybrid schedule.

Availability to take phone calls in the evening and on weekends.

Employment contingent upon successful completion of a Level 5 Public Records Access background investigation by the FDA.
