Function / Position Summary Build and maintain working partnerships with School District constituents to ensure alignment with Board of Education and Office of Human Resources (HR) business objectives, in both policies and practice. Provide the highest level of service to the various constituents that HR serves: employees, supervisors/managers, directors, and cabinet members. Provide wide-ranging customer service to schools, departments, candidates and union partners. These services will include, but are not limited to, maintaining compliance with state and federal mandates; employee relations, anticipating, and communicating staffing and/or training needs to proactively develop solutions on human‑resource related issues. Act as an employee champion and change agent to deliver value‑added service and support management and employees to success. Develop and recruit a high‑quality workforce that honors and reflects the diversity of our community. In addition, support HR Generalists in the deployment of this work. Will travel throughout the business day as assigned.
Job Duties / Responsibilities
Maintains compliance with federal, state and local employment and benefit laws and regulations and provides recommendations for new approaches, policies and procedures to continually improve the efficiency of the HR services.
Provides administrative, operational and training support to the human resources department and/or district departments and assists in various audits, research projects and/or special projects.
Promotes Human Resource process standardization and process improvement while serving as a key partner to the Human Resources Administrators in determining employee development needs.
Assist with ensuring operational sustainability by maintaining position control, personnel budgeting and HR finance.
Prepares and assists with the submission of state required reports and surveys.
Assists in the recruitment, hiring and onboarding processes for all employee groups.
Supports the HR administration in developing and implementing recruitment strategies and processes necessary to achieve organizational staffing objectives. Recommend and conduct job fair events.
Work with the HR administration and Payroll team in processing/investigating all pay increases/discrepancies.
Responsible for ensuring maintenance of licensed and certified personnel files including credentials, salary changes, transfers, leaves of absence, FMLA and entering and maintaining teaching licenses in the licensure database.
Provide support, guidance and professional development to the HR Generalists, Payroll Associates, management and other staff when complex, specialized, and sensitive questions and issues arise.
Manage the development and maintenance of the HR systems.
Create/prepare reports and analysis using the HRIS, and other software, as required. Compile statistical data and assist with special projects.
Work in collaboration with administrators to create and update job descriptions to ensure that the duties and skillsets are clearly defined, aligned, and optimize productivity and accountability.
Assist with the facilitation of orientation for all hires, including slide show presentation, documentation review and collection, viewing of tutorials, and follow‑up with employee and administrator.
Responsible for updating and maintaining department processes and procedures in compliance with the district's standards.
Ensure compliance with all protocols related to hiring, interviewing, employee testing, background checks, seniority reports, and professional development.
Process newly hired employees, confirming a cleared background check, orientation, required documentation, I9 E‑Verification, tutorials, and personnel file completion.
Process and enter all aspects of employee information updates (hires, transfers, terminations) in the HRIS system; must maintain accurate data changes and data integrity.
Ensure compliance with USCIS Form I‑9 Employment Eligibility Verification for all district employee hires.
Identify opportunities and implementation plan to achieve improvement in hiring business objectives including candidate quality, diversity, recruitment cycle timeliness, policy compliance, cost‑effectiveness and HRIS data integrity.
Provide training on tenets of the assigned union groups.
Ability to maintain confidentiality and use discretion at all times.
Other duties as assigned.
Education
A Bachelor’s degree from an accredited four‑year college or university and five to seven years of progressively responsible HR experience or minimum ten years of progressively responsible experience in the HR field or any such combination of education and experience deemed acceptable to the hiring authority.
Bilingual English/Spanish preferred.
Experience / Knowledge
Five plus years of job‑related experience, preferably in a human resource department.
Familiarity with bargaining unit contracts.
Highly effective communication skills, written and verbal.
Must have excellent interpersonal skills.
Must have proven excellent presentation and/or training experience.
Attention to details.
Strong technical skills – i.e., with MS Office (Word, Excel, and PowerPoint), applicant tracking systems, recruitment internet resources and search engines, etc.
Excellent organization, follow‑up skills, and the ability to meet multi‑priority deadlines.
Must have proven experience in working in a fast‑paced environment.
Physical Demands
Ability to work on a computer over a major portion of the work day.
Ability to lift or move 25 pounds.
Terms of Employment
This is a 12‑month work year position.
