Summary

Josephine County Juvenile Justice Department provides detention services to youth in Josephine and neighboring counties. Josephine County Juvenile Detention operates under the Oregon Revised Statutes. The program utilizes Trauma Informed Care and provides services including evidence-based programming, cognitive behavioral programming, educational services, mental health services, and medical services. The program collaborates with state and local agencies such as juvenile and adult courts, attorneys, Department of Human Services, The Oregon Youth Authority, law enforcement agencies, and the public.

Essential Duties and Responsibilities

Provide interactive supervision and respond using methods that are reasonable, proportionate, and least restrictive to maintain safety, security, and order in accordance with facility policies.

Establish rapport by maintaining clear, consistent, appropriate, and therapeutic boundaries.

Collaborate with and assist GLC Shift Leads with planning and implementing detention programming that promotes youth well-being, including a daily wellness block for pro-social and mindfulness activities. In the absence of the GLC Shift Lead, the GLC III will ensure facility programming is maintained and youth needs are addressed.

Provide a continuum of verbal and physical interventions to redirect unsafe behaviors. Provide physical interventions when necessary to maintain safety in accordance with Crisis Prevention Institute (CPI) standards.

Engage in physical interventions, use mechanical restraints, and employ defensive tactics to subdue physically violent youth during a crisis to maintain safety and security.

During an emergency or crisis, assist in moving combative youth to a safer location as directed by the Supervisor or Designee.

Present a positive attitude, professional demeanor, and demonstrate respect to all youth, families, staff, visitors, and stakeholders.

Maintain prompt and regular attendance for all assigned shifts, staff meetings, and trainings.

Perform housekeeping tasks to maintain a clean and safe milieu (e.g., cleaning, laundry, floor mats, bathrooms as needed).

Demonstrate alignment with the Reasonable and Prudent Parent Standard (RPPS), Collaborative Problem Solving (CPS), and Restorative Justice principles.

Adhere to Oregon Revised Statutes (ORS) and Oregon Administrative Rules (OAR) by following Turning Point Residential and Josephine County Juvenile Department policies and procedures.

Abide by Josephine County Juvenile Justice Standards of Conduct.

Serve as the primary GLC for assigned youth in the Detention Program and the 30-Day Extended Detention Program. Assist youth with projects and activities, debrief after phone calls and visits as needed, and advocate for individual programming when required.

Facilitate and document group and individual skill-building opportunities using approved curricula addressing youth needs.

Transport youth as directed by the Supervisor or Designee.

Perform duties of the designated medication person (when designated) including receiving, storing, administering, documenting, and disposing of medications according to policy.

Perform control room duties: communicate with law enforcement, monitor radios/intercoms/cameras, control door locks, and supervise youth visits.

Complete intake and release procedures for youth in custody.

Search detained youth for weapons, contraband, and other harmful articles.

Inform the GLC Shift Lead of dispositions or, as directed, inform Oregon Youth Authority (OYA) and Juvenile Department personnel.

Make mandatory reports to the appropriate agencies for allegations of abuse, neglect, PREA incidents, or sexual contact.

Gain competency in the Juvenile Justice Information System (JJIS).

Supervise and document all daily activities of detention youth (meals, recreation, cleanup, room time, showers, visits, Eco Literacy Center, etc.).

Provide back-up support for the 30-Day Extended Detention Program.

Serve as the facility trainer for new GLC staff and coordinate onboarding with GLC Shift Leads and the Leadership team to ensure ongoing support.

Participate as a member of the Detention Performance Quality Improvement committee and attend quarterly meetings to provide policy feedback.

Perform other related duties as assigned by GLC Shift Leads and Leadership Team.

Supervisory Responsibilities

This job has no daily supervisory responsibilities over Josephine County employees, except for training. The GLC III role oversees training of new staff and coordinates with the Juvenile Justice Supervisor to ensure completion of trainings. They will monitor and implement additional training for GLC Is and IIs under supervision.

Qualifications

Education and Experience A Bachelor’s Degree in an applicable field and experience in human services is preferred. A satisfactory combination of education and related work experience may be considered.

Certificates, Licenses, Registrations

The following must be obtained during the first six months of employment and maintained while in this position.

Successfully complete 40 hours of OJDDA: “Working with youth in custody and residential settings” training.

Facility New Hire orientation and training.

Facility Defensive Tactics Training.

Crisis Prevention Institute (CPI) Full Course with verbal de-escalation and physical skills.

Suicide Awareness and Intervention Training.

First Aid/CPR Certification.

Food Handlers License.

Possession of (or ability to obtain) a valid Oregon Driver’s License, comprehensive automobile insurance, and a safe driving record.

Attend ongoing training as scheduled.

Reasoning Abilities

Ability to solve practical problems and deal with a variety of concrete variables with limited information. Demonstrate flexibility and openness to new courses of action when additional information is provided. Ability to follow instructions and apply good judgment in execution.

Work Environment

The work environment includes youth who may be angry, hostile, and potentially dangerous to themselves or others, and youth who may use threatening language or be verbally abusive. GLCs may perform youth intakes and releases during shifts. Detention programming should provide a therapeutic setting to work with at-risk youth, including daily structure, group and individual interventions, recreation, skill development, and crisis intervention.

Background Investigation

Employees are subject to drug testing and a background investigation, including criminal background checks. Conviction of a crime may disqualify an applicant. Must pass and maintain CJIS security clearance and obtain approval for employment from the Department of Human Services criminal records unit.
