Duties
You will serve as a Test Lead Engineer/Scientist in a large-scale agile software development team in the Strategic and Computing Systems Department of the Naval Surface Warfare Center Dahlgren Division. You will develop test strategies, plans, and test case development, execution, analysis, and reporting. You will advocate for test-driven development (TDD). You will contribute to the test suite through automated testing performed at various levels (exploratory, system, integration, unit, end-to-end, contract, security and performance). You will record and report test key performance indicators (test coverage, defect density, test execution rate, defect resolution time, defect leakage, test automation rate, test case effectiveness, and test team utilization). You will track test traceability and evaluate and improve test processes.
Requirements Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. Qualifications This is an interdisciplinary position and may be filled by a General Engineer (0801-series), a Mechanical Engineer, an Electrical Engineer (0850-series), a Computer Engineer (0854-series), an Electronics Engineer (0855-series), a General Physical Scientist (1301-series), an Operations Research Analyst (1515-series), a Mathematician (1520-series), or a Computer Scientist (1550-series) depending on the qualifications of the candidate. Applicants in positions with occupational series other than those listed (0801, 0830, 0850, 0854, 0855, 1301, 1515, 1520 and 1550) may apply; however, you must apply directly to the series listed in this vacancy that is most applicable to your qualifications.
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-3 pay band (GS-9 through GS-11 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer or scientist conducting testing activities for software applications. Examples of qualifying experience may include (1) developing test strategies outlining the overall approach to testing software applications; (2) preparing detailed test plans that outline test objectives, schedule, deliverables, test environment setup, and resource allocation; (3) performing analysis of alternatives and selecting test automation tools; (4) creating automated test scripts and maintaining the test automation framework; (5) experience with unit testing in JUnit/Jest, code coverage tools such as JaCoCo, UI testing tools such as Graphene/Selenium, load testing tools such as JMeter, dynamic security testing tools such as Burp Suite and JavaScript; (6) experience with traceability tools such as Jira Requirements & Management and Jira X-Ray.
