Executive Director Plans, develops, manages, and directs the daily operations of The Salvation Army Red Shield Youth Center in accordance with its vision and mission. Areas of responsibility include overall management, Center-wide safety, planning, vision, and leadership for all aspects of the Center, including programs and services, finance / budget management & reporting, resource development, human resources management, center member services, communication, and advisory organization engagement. Under the direction and assignment of the Area Commander / Corps Officer, the Executive Director assumes a leadership role within the community, partnering with businesses, foundations, government officials, other nonprofits, and supporters. The Executive Director works with Area Commander / Corps Officer to establish vision, policies, strategic focus, priorities, and the general scope of services. Center serves youth between the ages of 6 - 18 years. The goal of the programs is to positively impact the lives of youth through activities and services that measurably and progressively move them individually to attain positive outcomes. Serves as a liaison with Corps programming staff to identify and incorporate mission alignment and outcomes. May be required to transport youth center members and staff to / from center and approved activities and events. Participates in the Salvation Army's ministry advancement by collaborating with the Salvation Army Officers to ensure Red Shield Youth Centers provide an engaging, enriching, and empowering environment where youth develop Christ-like character, preparing them to become tomorrow's leaders. Responsible for ensuring all Tier 2 Red Shield Youth Center operational standards are implemented and maintained. Collaborate with Divisional Headquarters and the THQ Youth Department to adhere to the most current approved standards. Develops strategic resource development plans to generate revenues through a variety of resource development and fundraising techniques that achieve diversified funding streams that adequately fund operational expenses as well as cash reserves for unanticipated costs, repairs, maintenance, etc. Ensures the annual Center budget is funded and Center has adequate cash flow and reserves. Collaborates with local command development team to develop and implement an organized plan to identify, cultivate and solicit donors / stakeholders. Develops and maintain relationships and a regular cadence of communication with Advisory Board / Council, funders, and key stakeholders to further the mission of the Center and to drive financial support / investment to the operations of the Center. Collaborates with Advisory Board / Council to formulate and execute comprehensive marketing, branding and development strategies that will ensure consistency throughout the Center and enhance revenue from major donors, foundations, government agencies and corporations. Assists the Regional Resource Development Director in providing ongoing resource development training for Center Officers, Advisory Board / Council, and staff to build organizational capacity for resource development and financial health that results in sustainable growth and expansion. Works to secure major gifts from individuals, foundations, and corporations in conjunction with the Advisory Board / Council and the local Development team. Collaborates with the Finance Committee to maintain the financial performance, viability and fiscal integrity of the Center to include submission to the Advisory Board / Council of a proposed annual budget and monthly financial statements, which accurately reflect the financial condition of the Center. Collaborates with the Advisory Board / Council to ensure the annual budget is funded and Center has adequate cash flow. Collaborates with the Finance Committee to oversee the financial status of the Center including developing long and short-range financial plans, monitoring the budget and ensuring sound financial controls are in place; work with Finance Committee to set financial priorities accurately to ensure the Center is operating in a manner that supports the needs of the program and staff. Collaborates with the Advisory Board / Council, Area Commander / Corps Officer, to refine and implement the strategic plan while ensuring that the budget, staff, and priorities are aligned with our core mission. Provides inspirational leadership and direction to all executives and ensure the continued development and management of a professional and efficient Center; establishes effective decision-making processes that will enable Center to achieve its long- and short-term goals and objectives. Cultivates a strong and transparent working relationship with the Advisory Board / Council and ensure open communication about the measurement of financial, programmatic, and impact performance against stated milestones and goals. In partnership with the Advisory Board / Council, and Area Commander / Corps Officer, helps build a diverse Board representative of the community that is highly engaged and willing to leverage and secure resources. Develops and maintains strategic partnerships to enhance programs; seeks and secures strategically beneficial partnerships to meet Center needs; builds and manages partner agreements; reviews partnerships activities routinely for mission alignment, performance, and quality and to ensure partner requirements are met. Develops strategic alliances with community leaders and local officials; develop collaborative partnerships with other youth serving Centers, youth, parents, families, funders, and community Centers. Creates and maintains positive relationships with and respect for staff, donors, vendors, partners, and community; represents the Center in a positive and professional manner; networks within the community. Designs, implements and evaluates the annual implementation of the strategic plan for the Center and collaborates the same effectively with approved stakeholders. Conducts regular SWOT analysis (accessing strength, weaknesses, opportunities, and threats) and other assessments to understand and identify current needs and opportunities. Reviews program performance and trend data to identify next step development opportunities for programs. Reviews long term strategic goals to identify an annual implementation plan for the areas of best and highest value for the programs and areas of responsibilities. Executes annual operational plan as approved by the Area Commander / Corps Officer and Advisory Board / Council. Elevates potential long term strategic growth areas for discussion and development to the Area Commander / Corps Officer and Advisory Board / Council. Implements an annual planning process with the Area Commander / Corps Officer and Advisory Board / Council and leadership team that drives the Center toward aspirational goals for greater impact. Identifies and evaluate opportunities for improvement and operationalize plans to achieve year over year growth, quality, and impact, according to goals established by the Area Commander / Corps Officer and Advisory Board / Council. Leads and strengthens Programs Development and Operations Driving Growth, Impact; ensures the delivery of high-quality services while managing current and future growth; supports and motivate the Center's staff. Facilitates cross-departmental collaboration and strengthen internal communications with staff throughout the Center; create and promote a positive work environment that supports consistency throughout the Center's strategy, operational methods, and data collection needs. Operationalizes the delivery of programs through new and existing offices and partnerships. Increases efficiency and consistency throughout the Center by developing and implementing standardized programs, services, and program office marketing. In conjunction with the Center leadership team, reviews program standards and personnel requirements needed to carry out programs; ensures that programs and performance are monitored and evaluated on an ongoing basis to respond to emerging and ongoing needs and issues in the programs. Leads the implementation of sound safety practices throughout programming; ensures that Center always complies with The Salvation Army Safe from Harm; ensures safety procedures are reviewed regularly, implemented, and inspected for compliance; ensures safety assessments and member feedback are reviewed and used to improve practices; ensures the timely reporting and follow up of incidents and accidents; ensures immediate action is taken to address any safety issues or concerns; ensures the enterprise has a culture of keeping all work areas in all facilities clean, safe, and in good condition. Takes all necessary and reasonable precautions to protect staff, equipment, materials, and facilities. Manages the safe and routine use of the facilities year round; ensures the Center has appropriate safety and maintenance measures in place to provide for the safety and security of facilities, people, and programs on an ongoing basis; ensures that the team has a daily and as needed assessment of all facilities is conducted to reduce risk and promote cleanliness; ensures that proper surveillance systems are in use throughout the Center footprint and that there is a regular cadence of review of security data to identify and address potential threats and weaknesses; ensures that a high functioning Advisory Board / Council-led safety committee is in place, and they have an approved chart of work which is monitored by Advisory Board / Council leadership. Provides leadership and direct supervision to the leadership team of Center and indirect supervision to their staff including responsibility for Infrastructure, Talent Recruitment, Retention, Management and Development; coordinates and collaborates with all areas of the Center and leadership team to be successful in position. Ensures the implementation and maintenance of quality annual performance reviews, quarterly performance check-in and ongoing performance feedback to Center employees. Performance reviews should be based on established "chart of work" for each position which includes goals and outcomes that are agreed upon by TSA Area Commander / Corps Officer, Executive Director, and employee prior to the beginning of each fiscal / program year. Ensures successful adherence to all Human Resources / Employment policies and procedures to mitigate risks and ensure a safe environment. Supports the execution of comprehensive staff recruitment and retention strategies and drives fundraising and budgetary planning to ensure the financial resources to cover staff development, recognition and retention are available. Plans and leads the onboarding and training for the leadership team of Center on an ongoing basis to ensure a prepared and engaged leadership team that can serve as effective managers and thought partners for the Area Commander / Corps Officer and Advisory Board / Council. Ensures that a training and development plan is created and implemented each year for the Center team both for individual positions and in the collective. Works with the Divisional Headquarters Youth Department in identifying appropriate training for all levels of Center staffing positions. Prepares and supports Center leadership in their role as leaders and managers of teams of workers; ensures regular and consistent review of staff performance to recognize, correct and address staff performance; ensures consistent and regular implementation of policy and procedure with all personnel; identifies and addresses potential discipline and guidance needs with staff; identifies and coach potential staff for advancement and growth opportunities.
