HCD seeks a housing finance professional who wants to make a real difference in the community and grow professionally. Join a team of passionate public servants who bring a full suite of policies, programs, and financing tools to help solve the affordability crisis.
Responsibilities
Report to the Division Director for Real Estate and Community Development Finance.
Structure and close financial transactions and ensure regulatory and internal compliance across existing lending portfolio.
Underwrite loans and tax‑exempt bonds, ensuring existing loan compliance with all applicable laws, regulations, guidance, and internal policies.
Collaborate with other county departments, outside agencies and third‑party developers, and financing partners.
Assigned Program Areas Affordable housing and real estate finance, loan portfolio management, HUD Program compliance, tax exempt bonds, Low‑Income Housing Tax Credit (LIHTC).
Qualifications Minimum Qualifications:
Graduation from an accredited four‑year college or university with a bachelor's degree in a related field such as planning, engineering, architecture, economics, construction science, business or public administration, finance, real estate, social work, public policy or other related field; plus four years of experience related to an assigned program area.
Certificates and licenses required:
None.
Necessary special requirements:
Successful completion of a criminal background check.
Preferred Qualifications:
Thorough understanding of affordable housing related market forces including real estate principles, supply and demand economics, and other multifamily demand drivers.
Experience in affordable and mixed‑income housing development financing, especially with projects utilizing LIHTC.
Experience with loan portfolio management and/or asset management, particularly with regards to affordable housing projects.
Physical Requirements Work is generally sedentary; may be required to move items up to 15 pounds and perform office tasks such as accessing files, attending meetings, making presentations, operating general office equipment and other essential duties.
Selection Procedure Panel interview.
