Overview
Deputy Program Manager – Location: Alexandria, VA (US‑VA‑Alexandria). The Deputy Program Manager will provide day‑to‑day operational leadership and support for the successful execution of the USCG VIA Call 1 contract. This role serves as the alternate to the Program Manager, overseeing engineering, cybersecurity, logistics, asset management, and service operations. The ideal candidate brings operational depth, program execution acumen, and strong team coordination experience. This hands‑on leadership position requires managing people, processes, and outcomes while maintaining alignment with DHS performance frameworks and mission‑critical support functions.

Responsibilities
Support execution of the Program Management Plan (PMP), including oversight of daily operations, staffing, communications, and performance tracking.
Act as the Program Manager in meetings and decision‑making forums when required.
Coordinate cross‑functional teams and ensure operational integration across technical, cybersecurity, field, and logistics towers.
Track deliverable quality, staffing compliance, and project timelines, escalating risks or blockers proactively.
Support performance management efforts, including preparation of Monthly Status Reports (MSRs), Program Management Reviews (PMRs), and corrective action plans.
Drive staff readiness, certification compliance (DoD 8140), and continuous professional development across program personnel.
Collaborate with the Quality Assurance Lead and Service Management Lead to ensure services are delivered to performance standards and aligned with customer expectations.
Qualifications Demonstrated Abilities:
Experience managing day‑to‑day operations of large‑scale, performance‑based federal IT contracts.
Ability to communicate effectively across all levels of stakeholders, from technical leads to mission owners.
Proficiency in risk tracking, task order planning, milestone monitoring, and change management.
Strong problem‑solving skills and situational leadership in high‑tempo operational environments.
Familiarity with DHS DESMF, TBM, and ITIL service delivery frameworks.
Position Qualifications:
Education:
Bachelor’s degree in Project Management, Business, Computer Science, Technology, or a related field required.
Certifications:
PMP Certification – Preferred
ITIL v4 Foundation – Required
DoD 8140/8570 Compliance (e.g., Security+) – Preferred
Clearance:
DoD Top Secret required (TS/SCI eligible – Preferred).
Experience:
7+ years of experience managing or supporting federal IT programs, including operational support, team leadership, and contract execution.
Demonstrated experience supporting program transition, performance oversight, and customer engagement.
Experience working in a multi‑vendor or integrated contractor team environment.
