We seek a qualified professional to serve as Program Officer for the Ukraine Rapid Response Fund (URRF), a U.S. Department of State‑funded initiative that addresses immediate needs and strengthens Ukraine’s resilience amid conflict. Under the supervision of a Senior Program Manager, the Program Officer will manage grants and contracts, support local actors, and provide direct assistance as needed. The role demands flexibility and rapid adaptation to evolving program requirements.

Your Background & Skills Experience

Bachelor's degree in social science, international affairs, or a similar discipline.

Minimum of 3+ years of experience in project management, humanitarian response, NGO or government sectors.

Minimum of 1 year experience working with international donor‑funded projects.

Experience working with government agencies and first responders, such as the State Emergency Service of Ukraine, will be considered an advantage.

Very good command of English and Ukrainian languages is required.

Proficiency with Microsoft Office (Outlook, Word, PowerPoint, and Excel).

Demonstrated very good communication and follow‑up skills.

Valid proof of unrestricted work authorization in Ukraine.

Your Daily Tasks

Coordinate and implement full‑cycle project activities focused on providing rapid response assistance to Ukraine.

Provide programmatic management and oversight of subawards to local organizations.

Coordinate with the Grants Management Team to ensure compliance of subawardees and contractors.

Coordinate the distribution of critical equipment.

Coordinate and organize trainings and other activities aligned with program priorities.

Cooperate with the Procurement Team on procurement processes: provide technical expertise, draft scopes of work, determine bidder eligibility, develop evaluation criteria, and participate in bid evaluations.

Coordinate consultants and vendors to ensure quality of services provided.

Support connections between government and non‑governmental actors.

Collaborate with the Communications Team to contribute to internal and external communications through presentations, vendor coordination, and colleague collaboration.

Draft or contribute to written documents such as concept notes, reports, memos, requests for approvals, summaries, analytical papers, presentations, grant agreements, contracts, and other programmatic documents.

Contribute to capacity building of IREX’s governmental and non‑governmental partners.

Evaluate project applications and other submissions.

In close cooperation with the Senior Program Manager, contribute to budget planning and expense tracking.

Ensure compliance with IREX’s and donor’s policies and procedures.

Review relevant financial, procurement, and subaward documents and provide recommendations.

Coordinate feedback collection related to program activities, including monitoring visits in Ukraine.

Contribute to monitoring and evaluation of program activities, data collection, and results capturing in close collaboration with the Monitoring and Evaluation Team.

Other duties as assigned.

This position is based on‑site in Kyiv, with partial eligibility for remote work.

This position is not eligible for Immigration Sponsorship.
