Job Summary This position reports to the Construction Engineering Inspection (CEI) section of the Transportation Engineering Division and reviews and inspects construction projects, roadway projects, bridge projects, landscape projects, stormwater projects, lake excavations, and erosion control inspections to ensure compliance with state and local laws, approved construction plans and specifications, contract specifications, and applicable codes, ordinances, regulations, standards, and specifications.

Essential Functions

Performs field inspections of site development and other construction/repair projects conducted by private contractors to ensure project compliance with applicable codes, standards, and approved construction plans/specifications.

Interprets, explains, and ensures compliance with applicable state, county, and local codes, ordinances, regulations, standards, specifications, policies and procedures, and approved construction plans/specifications; initiates any actions necessary to correct deviations or violations.

Provides information and technical assistance concerning development plans, construction requirements, non‑compliance issues, and related issues; discusses problem areas with contractors, developers, engineers, architects, and property owners; recommends solutions to problems; responds to questions, concerns, or complaints.

Coordinating inspection activities with other County Divisions, contractors, property owners, outside agencies, or other individuals; schedules inspections and meetings; attends pre‑construction meetings and preliminary walk‑throughs.

Reviews construction plans, specifications and related documentation for compliance with applicable engineering codes; reviews as‑built drawings, mylars, density reports of sub‑grade and limestone rock, and roadway core reports for asphalt and lime rock depths.

Performs plan checks at project sites to ensure compliance with approved plans and takes photographs to document field conditions.

Conducts excavation inspections on lakes, littorals and other areas per approved plans; ensures contractors conform to approved plans and specification documents.

Inspects projects for preliminary acceptance and final acceptance; conducts final walk‑through inspections.

Completes inspections of construction work, methods, and materials and compares actual work to approved/planned work; determines whether projects are in compliance with applicable codes, specifications, and approved construction plans; identifies potential or existing performance deficiencies or structural deficiencies in new or existing civil engineering infrastructures; ensures development improvements are in agreement with design plans; ensures damaged public property is corrected; ensures owners of the property or neighboring property are not adversely impacted by constructed improvements.

Reviews escrow draw amounts for contractor payments.

Inspects, documents and reports damages due to traffic accidents and/or other incidents in the right of way or easements for the County to seek reimbursement.

Additional Functions

Follows safety procedures, utilizes safety equipment, and monitors work environment to ensure safety of employees and other individuals.

Maintains a comprehensive, current knowledge of applicable laws, regulations, and standards; stays aware of new construction methods, materials, inspection practices, trends, and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.

Performs other related duties as required.

Minimum Qualifications

High school diploma or GED required.

Three (3) years of related experience.

Construction Engineering Inspection (CEI) experience preferred.

Fingerprinting required.

Licenses/Certificates

Must possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle.

FDOT Intermediate Temporary Traffic Control (Maintenance of Traffic) certification preferred.

CTQP Earthwork Construction Inspection Level 1 certification within 6 months of hire preferred.

Supplemental Information

Salary offers above the minimum of the pay grade may be considered based on qualifications.

Essential Employees may be required to work during an undeclared emergency and/or declared emergency on an incident‑by‑incident basis as determined by the County’s Administrative Office.
