Sr. Infrastructure/Mainframe Systems Manager

Job Description The Financial Information Services Agency and the Office of Payroll Administration (FISA-OPA) are seeking a highly motivated and experienced manager to oversee the Mainframe Systems within the Shared Systems Division. This leadership role involves managing the Mainframe Systems team, ensuring the day-to-day operations, and maintaining high availability of IBM mainframe computer systems, program products, subsystems, and storage. The ideal candidate will manage task assignments, performance evaluations, and set both team and individual goals. This role also requires off‑hours support for scheduled upgrades and participation in troubleshooting critical production incidents with 24/7 availability.
Required Education / Experience
Bachelor’s degree in computer science, engineering, or a related field with 4 years of experience in datacenter/cloud engineering, complex IT infrastructure, or operations;
Bachelor’s degree with 8 years of related experience;
Equivalent education and/or experience.
Preferred Skills
20+ years of experience as an infrastructure manager in large‑scale environments.
Experience with mainframe systems technologies, subsystems, and internals; experience in AIX/Linux/Unix systems is also acceptable.
Strong understanding of IBM mainframe z/OS operating system, control, structure, logic, and security; experience with AIX/Linux/Unix systems with enterprise storage is also acceptable.
Team Oversight
Lead the Mainframe Systems team, ensuring collaboration within the team and across the enterprise to maintain SLA adherence.
Provide leadership in z/OS administration, performance management, hardware configuration, and implementation of mainframe technologies and disaster recovery solutions.
Oversee daily operations, monitor system health, and ensure timely issue escalation.
Serve as a lead for disaster recovery planning and implementation.
Research and implement strategic solutions for mainframe systems.
Ensure compliance with FISA-OPA technical policies.
Performance, Monitoring, and Capacity Planning
Analyze system performance and capacity data.
Conduct daily, monthly, and yearly performance and capacity planning for mainframe systems.
Project Planning
Lead hardware and software upgrade projects.
Develop and manage project plans, ensuring timely completion of initiatives.
Mentor and guide the Mainframe team through project execution for both large and small‑scale projects.
Software Version Management
Track new software releases and maintenance schedules for mainframe systems.
Ensure the team remains current on all software versions and updates.
Build and maintain relationships with vendors.
Serve as a liaison to software and hardware vendors for capacity planning and technical coordination.
New Technologies
Stay updated on emerging technologies related to mainframe systems.
Evaluate and implement new technologies to meet agency needs.
Document Management
Create and maintain documentation and procedures related to mainframe systems.
Collaborate with the Operations team to ensure procedural documents are accurate and current.
Fiscal Planning
Develop cost plans within the City and FISA’s budget cycle for hardware and software purchases/upgrades.
Address end‑of‑life hardware, new business requirements, end‑of‑support software, capacity growth, and consolidation initiatives for cost efficiency.
