Overview

The City of Delaware is building an eligibility list to fill multiple lateral & entry-level Police Officer openings. Patrol Officers respond to calls for service covering 19 square miles of the city. Officers may specialize in areas such as detectives, community relations, bike patrol, canine handler, or specialized task/tactical units. Position is responsible for enforcing laws, protecting life and property, conducting investigations, apprehending criminals, and performing other assigned law enforcement and public safety duties. Work involves patrol and enforcement on an assigned shift and may involve danger or emergencies requiring sound judgment and independent action. Reports are filed under the supervision of the Patrol Sergeant or other officer-in-charge (OIC). Responsibilities

Perform preventative and self-initiated patrol tasks in an assigned area, on foot, in a vehicle, or on bike. Enforce state and local laws and City ordinances. Maintain community presence, respond to service calls, and take appropriate action. Investigate complaints; interview suspects and witnesses. Respond to calls related to protection of life and property, traffic incidents, and other public safety emergencies. Determine existence of probable cause and identify or refer suspects for review and prosecution; take offenders into custody as appropriate. Conduct preliminary and follow-up investigations. Perform traffic enforcement and routine security inspections. Conduct searches and seizures; prepare complete and detailed reports in a timely manner. Demonstrate regular and reliable attendance and maintain physical fitness standards. Maintain equipment necessary for daily performance of duties. Knowledge, Skills and Abilities

Skill in safely operating assigned vehicle in heavy traffic and adverse weather conditions. Skill in operating police equipment (e.g., radar, laser, BAC Datamaster, photography, weapons, radio, teletype) after training. Skill in using tact, discretion, initiative and independent judgment within guidelines. Skill in developing and maintaining relationships with informants and contacts helpful in investigations. Skill in communicating in English. Knowledge

Knowledge of good English and mathematics; knowledge of standard first aid (after training); knowledge of police policies, practices and procedures (after training); knowledge of equipment used in duties (after training); knowledge of state, federal and local laws (after training); knowledge of court procedures (after training); knowledge of officer safety skills including defensive tactics, handcuffing, and firearm operation (after training); knowledge of computers and related software. Abilities

Ability to operate Department vehicles and equipment. Ability to establish and maintain effective working relationships with staff, officials, and the public. Ability to work independently and in teams; work under stress; respond immediately in crisis; balance priorities. Ability to analyze situations quickly, recognize dangers, and determine proper action. Ability to communicate clearly and concisely, orally and in writing. Ability to make sound decisions in accordance with laws and procedures; maintain confidentiality. Ability to lift/move heavy objects; restrain individuals; pursue on foot; withstand all weather conditions. Physical Requirements and Working Conditions

Work may occur in an office or outdoor environment with exposure to weather and potential hazards. Requires clear speech/hearing, vision suitable for reading, driving, surveillance, and firearm operation; manual dexterity for reports and equipment; physical mobility for policing activities. Education/Experience

Any combination of training and experience that demonstrates the listed skills, knowledge and abilities. High school diploma or GED; valid State of Ohio Driver's license; ability to attend police academy if not commissioned at hire; insurability under city policy. Successful completion of pre-employment processes (drug screen, background, psychological evaluation, polygraph) and U.S. citizenship or permanent resident status; minimum age 21; vision and hearing standards; physical fitness per OSP standards; knowledge of first aid and CPR; firearms proficiency; ability to work varied schedules. Lateral Transfer Requirements

Possess a valid and current OPOTA certification. Possess a valid, unrestricted Ohio Driver’s License. Minimum of 2 consecutive years of full-time LOS/experience with no breaks in service. Applicants may not have pending disciplinary actions or investigations for misconduct or criminal activity. Disqualifiers

Inability to meet minimum requirements; failure to pass assessments or oral review board. Next Steps in the Recruitment Process

After applying, candidates will complete a physical agility test (pass/fail). Passing candidates participate in an oral panel interview (minimum passing score 75%). Additional points awarded for certified status, education, and military status. Names remain on the Eligible List for one year after certification. Post-certification steps include background assessment waiver, BCI/FBI fingerprinting, non-medical psychological index, non-medical polygraph, and interview with the Police Chief.
