What we are looking for The Regulatory & Public Affairs Manager plays a central role in advancing Skyborn Renewables’ interests across Europe, with Germany as the priority market (~40%), and additional responsibilities covering France, EU/Brussels and other strategic markets.
This position drives public and regulatory affairs strategies that secure a stable and supportive framework for offshore wind development and long-term investments. The role requires someone who is politically astute, hands‑on, and able to work across multiple markets with agility. You will act as a trusted advisor to the development team (esp country heads and project directors), senior leadership and help shape Skyborn’s voice in major policy debates. When relevant, you will be partially part of project teams.

Your future tasks: Strategy & Leadership
Develop and lead public and regulatory affairs strategies to support project development, permitting, and market access across Germany and other European markets
Advise leadership and projects on political, policy and regulatory developments that impact business strategy
Coordinate internal positioning on key policy topics, lead the creation of position papers and ensure alignment with corporate priorities (“one voice” approach)
Integrate policy insights into business planning, stakeholder engagement, and market development
Government & stakeholder engagement
Build and maintain relationships with ministries, regulators, authorities, industry associations, and alliances
Coordinate Skyborn’s strategic participation in working groups/association or policy forums and represent the company when relevant
Strengthening the company’s visibility and impact at key conferences and sector platforms through thought participation and messaging
Advocacy & Monitoring
Lead monitoring and advocacy efforts on priority topics (e.g. market design, offshore wind targets, permitting, grid access)
Anticipate and manage political and regulatory risks affecting projects and our assessment of markets
Shape engagement strategies during political cycles, including elections
Support project teams in understanding permitting frameworks and regulations
Manage and coordinate work with external PA consultants/agencies where relevant
Your profile:
Master Degree in Public Policy, Law, Political Science or related field
8-12 years of similar experience, ideally in the renewable energy sector or in/near the political sphere
Strong institutional network in Germany; additional European relationships are a plus
Strong understanding of regulatory and legislative frameworks affecting offshore wind and the broader energy transition, especially in Germany, EU and France.
Proven experience engaging with public authorities, regulatory agencies, and institutional stakeholders
Hands‑on, autonomous and able to switch between markets and topics quickly
Strong project management skills; able to drive initiatives with minimal guidance
Ability to translate complex political/regulatory topics into actionable insights
Excellent writing, briefing, and policy communication skills
Strong judgment and ability to build trust with senior policymakers and internal leaders
Confident public speaker and facilitator
Team player with leadership qualities and high adaptability
Fluent in English and German; French is a strong asset
