Understand and apply current federal, state, and local payroll laws and regulations. Strong analytical abilities to interpret complex data, resolve discrepancies, and ensure accurate payroll calculations. Highly organized to manage multiple tasks, meet deadlines, and maintain accurate records. The ability to work with a team and build relationships. The ability to maintain confidentiality. Bachelor’s degree in accounting, finance, or a related field. 4 years progressively increasing responsibility in payroll processing in a higher education institution or similar organization. Certified Payroll Professional (CPP). Responsibilities
This Payroll Specialist position, assigned to Sul Ross State University (SRSU) through a shared services agreement, will perform daily payroll activities and processing of payroll for students, exempt, and non‑exempt personnel to ensure compliance with Texas State University System (TSUS), University Payroll Policies and Procedures, and FLSA rules. This position also assists with payroll reporting, benefits coordination and performs other duties as required. Essential Job Functions
Complete payroll processes according to State and TSUS policies and procedures by checking timesheets for accuracy, entering adjustments, calculating deductions, processing vacation/comp time payouts; verifying pay for employees on FMLA; voiding incorrect payroll checks, reissuing disbursements, checking Personnel Actions forms for accuracy and completeness; generating payroll/deduction registers; setting up direct deposit; submitting ACH direct deposit files and reversals to the bank. (40%) Generate payroll reports for all payrolls for use by other payroll personnel, university departments, and outside vendors as needed. Assist with the preparation and submission of IRS payroll‑related reporting and maintain documents and reports according to the university retention schedule. (15%) Submit payroll liability payments and refunds including Optional Retirement Program, 457 Retirement Plan, Child Support, IRS levies, Bankruptcies, wage garnishments, and other deductions by uploading information to applicable systems. (15%) Review for accuracy of new hire benefits and benefit changes including retirement, insurance, child support, and other wage garnishments. (15%) Data entry of payroll and employee information, including entry of TINS number, into the Banner system and Uniform Statewide Accounting System (USAS). (10%) Performs other duties as assigned by the Payroll Director. (5%) Physical Requirements
This position typically works in an office environment, requiring prolonged periods of sitting at a desk while using a computer. The role demands frequent use of hands and fingers to operate a keyboard, mouse, and other office equipment. Visual acuity is essential for reading and interpreting data on computer screens.
