Description for Candidates: Provide executive level leadership to the statewide engineering program by ensuring sound decisions are made impacting multi-million dollar engineering projects. Oversee delivery of statewide support, training and resources to the districts in order for them to manage delivery of their engineering programs. Oversee all VDOT, state and federal policies and procedures. To lead the Alternate Project Delivery Division by providing statewide identification, development and oversight of Design-Build Project Delivery methods. To provide guidance in project and contract management, and to oversee policies and procedures for Alternate Project Delivery and Procurement of Professional Services.

How you will contribute:

Coordination and Policy Functions: Act for and in support of Executive Management. Division Management: Serve as State Engineer and direct the work of assigned engineering division. Policy Management: Manage statewide policies and procedures with oversight authority and responsibilities. Serve as an executive consultant to the districts in managing their programs. Staff Training and Development: Ensure staff development, performance planning, evaluation and recognition activities are completed to ensure a productive and motivated team.

Ability to interpret and apply relevant state and federal laws, policies, regulations, and guidelines. Ability to manage administrative and engineering functions for large complex programs and projects. Ability to supervise and manage a large and diverse professional staff. Comprehensive knowledge of Civil Engineering principles and practices, including standards and specifications. Demonstrated experience in resource management and allocation, engineering quality control, and or plan development and coordination. Knowledge of VA and Federal procurement laws, procedures and processes relating to Alternate Project Delivery methods, including Design-Build, and professional engineering and technical services. Knowledge of management, supervisory, and leadership principles and practices. Knowledge of transportation and civil engineering principles and practices. Proven ability to establish effective working relations with multiple groups and stakeholders. Skill in providing and promoting good customer service to internal and external customers. Skill in the use of computers including engineering software applications.

Minimum Qualifications: Considerable skill in cost estimating. Considerable skill in negotiations. Considerable skill in procurement. Considerable skill in project management. Considerable skill in team leadership. Degree in Civil Engineering or related field. Valid Professional Engineer's license.

Additional Considerations: Experience with project and contract management principles and practices including project cost estimating, project management, contract administration, infrastructure risks and contract negotiations. Knowledge and experience related to project and contract management principles and practices including cost estimating, scope schedule estimating, administration, infrastructure risks and negotiations. Knowledge of Civil Engineering principles and practices, including standards and specifications. Knowledge of Virginia and Federal procurement laws, procedures and processes relating to ADP methods, including Design Build, and professional engineering and technical services. PMP certification.
