Scope of Role
Performs responsible skilled equipment operation work at the City Landfill.
Operates heavy equipment such as large dozers, compactors, scraper pans, motor graders, loaders, and other equipment to clear land for the landfill, to spread and cover landfill solid waste with dirt, and to grade and landscape the landfill site, construct roads at the landfill or for other similar purposes. The employee performs maintenance and makes repairs and adjustments to landfill equipment. The employee also assist in various semi-skilled and unskilled tasks when not engaged in equipment operation and repair. The worker is subject to indoor and outdoor environmental conditions including extreme heat, cold and noise. Work at the landfill also involves exposure to physical conditions such as moving mechanical parts; atmospheric conditions such as odors and dust; and skin exposure to oils. Work may be subject to OSHA's blood borne pathogen standards. Work is performed under regular supervision and evaluated in progress and upon completion for adherence to standards.

Essential Duties
- Operates bulldozer, compactors, and scraper pans in clearing land and covering land at the debris; operates heavy equipment to grade and excavate land and backfill excavations and trenches.
- Operates motor grader in the grading, ditching and other construction and maintenance of dirt roads and the repair of road surfaces at the landfill.
- Observes waste being dumped at the landfill for proper materials; separates out materials not allowed; explains proper access and use of the landfill to the public.
- Performs preventive maintenance and makes repairs and adjustments to heavy equipment; assists the mechanic.
- Performs other tasks when not engaged in equipment operation and repair; separates recyclable materials and loads into shipping containers; mows and maintains landfill acreage; operates transfer trucks to transport solid wastes to various sites.
- Performs related tasks as required.
Qualifications
Required:
- Graduation from high school and considerable experience with heavy equipment operation; or any equivalent combination of education, experience, and training.
- Possession of a valid North Carolina driver's license.
- Ability to complete Waste Screening and SWANA Landfill Operations training.
Physical Requirements
- Must be able to perform basic life functions of climbing, balancing, stooping, kneeling, reaching, standing, walking, grasping, pushing, pulling, talking, hearing, and repetitive motions.
- Must be able to perform medium work exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
- Must have visual acuity to operate heavy equipment and distinguish types of materials being deposited in the landfill.
