The Child and Family Services Agency (CFSA) is a cabinet-level agency within the District of Columbia government, committed to the safety, permanence, and well-being of children and families residing in the District of Columbia. CFSA protects child victims and those at risk of abuse and neglect and partners across administrations to deliver family-focused services to the community. This position is located in the Child Information System Administration (CISA), Office of the Deputy Director for Administration (ODDA), CFSA. The purpose of the position is to provide mastery level integration services, engineering and operational assistance towards planning, building, and maintaining enterprise-grade software applications, infrastructure, and technology services for internal staff, external partners, and community members. The incumbent will use expertise in the support of solution design, development, implementation, and maintenance. Responsibilities

Manage IT applications and services including technology infrastructure powering backend and customer-facing products, interfacing with external entities by leveraging industry best practices, service design, and delivery models. Maintain an always-on operational data exchange infrastructure with monitoring, exception reporting, issue/incident resolution, notification/escalation, risk mitigation to reduce downtime, and improved customer experience. Implement data exchange processes with considerations to best technology solutions within the security framework governing data security and privacy of Personal Health Information (PHI) and Personally Identifiable Information such as HIPAA. Establish and manage solution design, development, and delivery mechanisms to promote business efficiency, including payment processing, Medicaid processing, federal reporting, and other business processes or workflows. Apply lean principles and continuous improvement for managing product/services portfolio; reduce redundant data entry and errors; prevent work-in-progress backlogs; participate in cross-functional value stream mapping to promote service excellence. Collaborate with IT and program administration staff, contractors, and the Office of Chief Technology Officer to ensure optimal middleware usage and service delivery to successful completion, on schedule, under budget, and within approved scope. Work with the Office of the Chief Financial Officer (OCFO) to process payments. Develop detailed design documents and provide technical details related to integration between CFSA systems and external entities. Develop documentation for contracts, MOAs/MUOs detailing data exchange processes, field definitions, methodologies, exception handling, and other details to ensure successful integration with private entities or other District agencies. Perform other related duties as assigned. Education/Experience

Bachelor’s degree in Management Information Systems, Computer Science, or another IT-related field is highly preferred. At least seven (7) years of experience performing LAN-to-LAN bridging and routing; and SOAP, JSON, XML is highly preferred. Must possess at least one (1) year of specialized experience equivalent to the grade 13 level in the DC Government Service or its equivalent, including mastery knowledge of IT engineering principles, network architecture (including cloud), and web services API methodologies such as SOAP, JSON, XML. Licenses and Certifications

Scrum Master Certification from PMI or Scrum Alliance is highly preferred. Supervisor and Work Environment

Under general administrative direction, the supervisor outlines assignments by broadly defined missions, objectives, priorities, and general timelines. The incumbent plans and implements assignments, determines applicable principles and methods, sets priorities and deadlines, and reports progress to the supervisor. The work is sedentary and performed in office settings with normal safety precautions. Some environments may involve exposure to facilities-related conditions. Additional Details

Tour of Duty: Monday – Friday, 8:15am–4:45pm. Promotion Potential: None. Collective Bargaining Unit: Not covered under a collective bargaining agreement. Duration of Appointment: Career Services - Regular. Pay, Plan, Series & Grade: CS-2210-14. Position Designation: Security sensitive and emergency designation with background, traffic records, and credit checks as applicable, plus drug testing as required. Residency Preference: District of Columbia residency required for seven years for applicants claiming preference.
