Overview
Serco is seeking a Navy Program Military Analyst to work in Washington DC, supporting development and support of program modeling, briefing materials, budget tracking, and reporting; directly supporting the oversight and management of the NAVSEA PMS 451 DDG Modernization 2.0 program. The role combines Navy Data Environment (NDE) expertise with program administration responsibilities, including managing alteration fielding profiles, Ship Change Document (SCD) processes, and Letters of Authorization (LOAs) coordination, while leading daily operational support services and program administration functions. You will be part of a small team that works closely with our customers and other Serco teams to deliver quality systems. Responsibilities
Manage program’s Ship Alterations within the Navy Data Environment (NDE) database, in accordance with NMP-MOM and JFMM Entitled Process and using NDE-NM modules. Oversee Ship Change Document (SCD) development for new program alterations, track modification status, and validate compliance with Navy technical and regulatory standards and help maintain configuration control. Coordinate efforts to prepare, review, and issue Letters of Authorization (LOAs) certifying alterations meet required standards prior to fielding. Oversee daily operations of clerical, administrative, and logistical support functions for the assigned program branch. Establish and maintain work procedures and standards to enhance efficiency and compliance with client expectations. Support program leadership through developing executive-level briefing materials and monitoring program metrics. Distribute meeting agendas, briefing materials, and reports to ensure clear communication and stakeholder engagement. Attend recurring and emergent meetings; develop meeting minutes, action items, and coordinate follow-ups with stakeholders. Support action item and milestone planning and tracking, project planning and progress, and program metrics establishment and tracking. Assist in maintaining program integration schedules to align project deliverables across teams and contractors. Ensure quality control of program documents and deliverables. Provide guidance on administrative procedures, organizational policies, and program processes to staff and leadership. Perform additional duties and responsibilities as assigned. Qualifications
An Active DoD Government Issued Secret Clearance. A Bachelor’s degree plus 5-7 years’ directly relevant work experience. In some cases, educational requirements may be adjusted or waived for more than 9 years applicable work experience. Travel up to 10% required. Additional desired experience and skills
Knowledge of the client industry, customers, organization, and business objectives as well as problem solving capability. Knowledge of process improvement, strategic planning, change management, and organizational redesign in determining solutions. Excellent communication, presentation, and interpersonal skills. Superior Microsoft Office program skills to develop PowerPoint briefings, Word documents, Excel reports, etc. for clients. Superior writing and presentation skills to develop conceptual and analytical products for clients. Initiative to self-start, when required, with little to no direction or guidance. Reading and understanding of official navy correspondence and instructions. Salary and benefits
In compliance with the District of Columbia’s Equal Pay for Equal Work Act, the salary range for this role is $86,539.03 to $140,624.86; however, Serco considers several factors when extending an offer, including role responsibilities, a candidate's work experience, education/training, and key skills.
