Director, Behavioral Health Care Delivery
Position overview: The Director, Behavioral Health Care Delivery leads strategy and leadership for CCA’s Behavioral Health Care Delivery Program, including licensed behavioral health clinicians and health outreach workers across Care Delivery programs with BH components. This role collaborates with Care Delivery Leadership to oversee, develop, and coordinate integration of BH and SUD services, and is accountable for clinical outcomes delivered by Behavioral Health staff in CCA Care Delivery Programs. The Director provides leadership to clinicians, contracted staff and partners regarding behavioral health/substance use treatment and management, ensuring facilities and models support members with mental illness and other complex behavioral health and social needs. The Director promotes best practices for integrated behavioral health and primary care and provides leadership support to Marie’s Place and other CCA Care Delivery assets as needed. The Director drives policies, protocols, practice guidelines, professional development, and performance measures for behavioral health programs across Care Delivery. This position fosters population health management, positive member experiences, and clinical outcomes for vulnerable populations. Reports to the VP of Service Delivery.

Essential Duties & Responsibilities
Supports BH care management and BH quality performance for all CCA Care Delivery Programs.
Directs personnel management activities: hiring, onboarding, performance appraisal, documentation of deficiencies, recognition, disciplinary action; develops, supervises, and appraises direct reports; coordinates with Human Resources and legal staff; proposes recommendations to the Senior Vice President, Integrative Program Development and Clinical Innovation regarding evaluation, promotion, transfer or discipline of personnel.
Provides leadership of care plan development, clinical modeling, member assessment, group structure, and education in CCA Care Delivery.
Leads the development and implementation of the Behavioral Health staffing plan, strategies, and operational plans to ensure high-quality care management functions.
Uses evidence to support BH/Clinical leadership in identifying opportunities to improve process, workflow efficiency, staff productivity, and cost-effectiveness.
Oversees BH clinical education, training, and staff development; facilitates collaboration with internal and external stakeholders as needed.
Provides budgetary leadership and recommendations for Engagement Centers and Marie’s Place reporting to the SVP of Integrative Program Development and Clinical Innovation.
Collaborates with Care Delivery Leadership to develop policies, protocols, practice guidelines, and aligned business practices for CCA Behavioral Health Care Delivery.
Maintains clinical practice and episodic direct care for members with complex needs in CCA Care Delivery.
Ensures end-to-end compliance with regulatory/contractual obligations related to care management in Engagement Centers and CCA Behavioral Health Care Delivery; collaborates with VP Regulatory Affairs and Compliance and Medical Directors.
Participates in senior-level strategic planning to align initiatives with CCA’s global strategic plan.
Contributes to value-based care delivery and care management that connects members to meaningful services.
Attends external meetings as a representative of the organization as requested.
Maintains constructive work environment and effective communication with colleagues; leads team meetings and teambuilding activities; contributes to a continuous learning culture.
Oversees quality metrics for CCA Behavioral Health Care Delivery and supports development of innovative models, partnerships, and community partners.
Identifies opportunities to expand behavioral health services to maintain CCA’s role as an innovative leader for complex populations.
Supports teams and tracks KPIs related to clinical care for members via telehealth technologies (video, chat, etc.).
Coordinates with state agencies, vendors, and providers across the care continuum to deliver services; collaborates with Health Plan partners to address member needs and develop innovative programs.
Secondary Responsibilities
Work with clinical leadership to develop enrollment strategies for SCO and One Care membership within the Engagement Center framework.
Collaborate on strategies for integration with CCA Primary Care and community partners.
Working Conditions
Standard office conditions with frequent travel to external meetings and clinical sites in Massachusetts.
Education, Licensing & Experience (Must Have)
Required Education: Master’s or Doctorate degree in Social Work or Psychology.
Required Licensing: Active Massachusetts LMHC or LICSW license in good standing.
Required Experience: 8+ years of direct healthcare or health plan experience (managed care preferred), with at least 6 years in a leadership role; significant care management experience within a community health plan context; demonstrated success in cross-functional collaboration and outcomes achievement; clinical experience with populations of significant medical, social, and behavioral health complexity.
Required Knowledge, Skills & Abilities (Must Have)
Expertise in building and overseeing behavioral health education programs.
Ability to develop high-performing teams and foster inclusion and diversity.
Independent operational decision-making abilities.
Knowledge of managed care organizations and approaches.
