Duties Summary
Boating and Ocean Recreation Manager I : Positions at this level are district (branch) chiefs who operationally manage and maintain a district-wide boating and ocean recreation program through subordinate staff including Boating and Ocean Recreation Harbor Agents (BORHAs), clerical, maintenance positions, and others. They have district-wide responsibility for planning, organizing, supervising, coordinating and/or promoting operations and activities of the boating and ocean recreation program. Operational management is performed in accordance with Chapter 200, Hawaii Revised Statutes and conformance with federal and State laws, rules and regulations. Duties involve reviewing activities (personal and commercial) in the district; developing plans to meet the needs of the boating and general public; operating and maintaining facilities and designated areas; and coordinating and implementing boating registration and license/permit systems as well as other district programs. As a Boating and Ocean Recreation Manager I, you will oversee the operation and maintenance of small boat harbors, boat launch ramps, and other boating facilities in Hawaii, as well as commercial ocean use permitting and vessel registration & titling. The Division of Boating and Ocean Recreation (DOBOR) is responsible for the management and administration of statewide ocean recreation and coastal programs, including harbors, boat ramps, offshore mooring areas, designated ocean recreation management areas, aids to navigation, public beaches, and vessel registration and titling programs. DOBOR aims to balance boat operation with expanded ocean recreation management to enrich lives and promote responsible use of Hawaii's ocean environment. Minimum Qualification Requirements
Legal Authorization to Work:
The State of Hawaii requires all persons seeking employment with the government to be U.S. citizens, nationals, permanent resident aliens, or eligible for unrestricted employment under federal law. Education:
Graduation from an accredited four-year college or university with a bachelor's degree. Excess work experience or other related administrative, professional or analytical experience may be substituted on a year-for-year basis. Experience must be of such scope, level and quality as to assure comparable knowledge, skills and abilities. Specialized Experience:
Two and one-half (2-1/2) years in progressively responsible professional work involving marine or boating-related activities, safe operation of navigable waters, developing plans for boating/public needs, and monitoring compliance with rules and regulations. Operational Management Experience:
One (1) year of professional experience with knowledge of applicable laws and regulations; planning, organizing, coordinating program activities; budgeting; developing procedures; and policy/budget involvement. Experience should include oversight of services to meet customer needs, resource utilization, facility maintenance, and exploring new technologies and methods. Other Requirements:
