Position Overview Application Research Center LLC (ARC) is seeking a seasoned
Cybersecurity Program Manager
to lead enterprise-level cybersecurity initiatives for a federal agency. This role supports the Information Security Division (ISD) across multiple task areas including Cyber Hunt, Incident Response, Risk & Vulnerability Assessments, and Zero Trust implementation. The Program Manager will oversee technical delivery, compliance alignment, and stakeholder coordination in a dynamic federal environment.
Key Responsibilities
Lead and manage all contract activities, including oversight of technical teams and subcontractors.
Develop and maintain a Program Management Plan (PMP), transition plans, and monthly status reports.
Coordinate deliverables across Cybersecurity Policy & Compliance, Architecture & Engineering, and Privacy/CUI domains.
Ensure alignment with federal frameworks including FISMA, NIST SP 800-53, OMB A-130, and Zero Trust Architecture.
Facilitate Program Management Reviews (PMRs), financial reporting, and staffing updates.
Support integration of AI/ML technologies into cybersecurity operations.
Serve as the primary liaison between ARC and stakeholders.
Qualifications
Bachelor’s degree in Cybersecurity, Information Systems, or related field (Master’s preferred).
10+ years of experience in federal cybersecurity program management.
PMP certification required; CISSP/CISM, or equivalent preferred.
Proven experience managing HACS SIN task orders under GSA MAS IT.
Familiarity with cloud platforms (AWS, Microsoft 365), and hybrid infrastructure.
Strong understanding of federal compliance frameworks and privacy regulations.
Excellent communication, leadership, and stakeholder engagement skills.
Must be eligible for MBI or higher-level background investigation.
