Fearless is seeking an experienced Engineering Tech Lead to lead the technical delivery of a high-impact cloud-native application modernization project hosted in Amazon Web Services (AWS) at a federal agency that we support. As a Tech Lead, you will architect solutions, guide engineering teams, and ensure infrastructure and applications are secure, scalable, and aligned with organizational mission and federal compliance standards. This role combines hands-on engineering with leadership across the software development lifecycle and is pivotal to enabling continuous delivery in a regulated environment. The Impact You Will Create: This project supports modernizing its public-facing disclosure and filing systems. The effort involves designing, developing, and maintaining a secure, cloud-based platform that improves how financial data is submitted, processed, and accessed. The team will use Agile, DevSecOps, and user-centered design practices to deliver scalable, high-impact digital services that enhance transparency, compliance, and accessibility. Work includes building APIs and web interfaces, implementing Zero Trust security, automating testing and deployments, and enabling continuous improvement through cloud-native and AI-driven solutions. Your Responsibilities in This Role:
Lead technical engagement with customers and stakeholders, translating mission and business needs into actionable technical solutions and maintaining alignment throughout delivery. Serve as the lead technical authority on the project, making architecture decisions, reviewing code, and ensuring alignment with DevSecOps best practices. Design and manage cloud infrastructure using AWS services such as EC2, S3, Lambda, RDS, ECS/EKS, CloudWatch, and IAM. Implement secure, scalable, and cost-optimized environments using Infrastructure as Code (IaC) tools like Terraform. Oversee the development of front-end and back-end components, ensuring system performance, security, and maintainability. Implement and manage continuous integration and deployment pipelines (e.g., GitHub Actions, CircleCI) for automated testing, security scans, and deployments. Ensure adherence to FISMA, FedRAMP, and NIST 800-53 security standards. Collaborate with security teams to achieve and maintain ATO. Integrate encryption, access control, audit logging, and compliance monitoring into systems. Guide and mentor engineers (mid- and junior-level) in best practices for cloud engineering, DevSecOps, and Agile delivery. Collaborate with product owners, designers, researchers, and stakeholders in Agile ceremonies. Advocate for iterative delivery, test automation, and secure-by-design principles. Represent the engineering team in technical discussions with government stakeholders, ensuring transparency, progress updates, and risk mitigation plans. Qualifications
Minimum 7 years of software engineering experience, including at least 2 years in a technical leadership role and 3 years designing and delivering solutions in AWS environments. Ability to obtain and maintain a Public Trust clearance. Bachelor’s degree or higher required. Hands-on expertise with Infrastructure as Code and CI/CD tools. Deep knowledge of DevSecOps practices, containerization and secure software development. Experience with monitoring and observability tools such as CloudWatch, Datadog, or Prometheus. Proficient in one or more backend languages and frontend technologies. Familiarity with NIST 800-53, FedRAMP, Zero Trust, and federal ATO processes. Excellent communication, facilitation, and decision-making skills. Experience managing Agile software development teams and delivering technical solutions. Proven ability to guide team collaboration, customer engagement, and requirement translation between technical and business teams. Strategic thinker with strong interpersonal and change management skills, able to align team performance with long-term goals. Experience leading customer engagement to define requirements, manage expectations, and ensure alignment between technical delivery and stakeholder goals. Project Specific Qualifications
Experience leading engineering teams on federal cloud modernization projects, ideally within financial regulatory agencies. AWS certification (e.g., AWS Certified Solutions Architect, DevOps Engineer). Experience integrating with logging, security scanning, and compliance tools used in federal systems. Familiarity with Agile frameworks (Scrum) and human-centered design environments. Understanding of data governance, cloud cost optimization, and backup/recovery best practices.
