Alternate Concepts, Inc. (ACI) and Herzog Transit Services, Inc. (HTSI), collectively the ACI/Herzog Joint Venture, along with our key subcontractors are seeking applicants for the Hudson Bergen Light Rail operation located in Hudson County, New Jersey. ACI was founded in 1989 with their corporate office located in Boston, MA and Herzog founded in 1969 with corporate offices located in St. Joseph, MO and Fort Worth, TX. Combined our companies provide FRA/FTA compliant transportation, equipment maintenance, dispatching, right-of-way maintenance, facility maintenance and dispatching services for 20 distinct client properties. In addition to the Joint Venture being the upcoming operator/maintainer of the Hudson Bergen Light Rail, we currently jointly operate the Tren Urbano heavy rail service in San Juan, Puerto Rico and the CTDOT’s Hartford intercity service in Connecticut. Transportation Manager

to join our team. The pay range for this position is $37.00 - $40.00 per hour. Responsibilities

Manage field/line operations related to the day-to-day performance of all transportation activities. Coordinate the provision of service to achieve customer-focused service and maintain an efficient operation with high on-time performance and enhanced customer communications. Review and analyze performance metrics, identify trends and institute measures to improve performance and safety. Create an environment that encourages and drives employee engagement; mentor and develop direct reports. Respond to emergencies and major service disruptions. Supervise line operations including Supervisors, Operators, and Station personnel. Monitor performance of operators and service performance; ensure safe operations. Assist in staffing, attendance, and payroll documentation; ensure coverage and staffing levels. Conduct fitness for duty checks; document rules violations and conduct hearings as Hearing Officer as needed. Ensure DOT, FTA Hours of Service regulations are adhered to; maintain reporting requirements. Supervise Ready Room and Operator Fitness for Duty checks; inform operators via daily bulletins and radio notifications. Coordinate with Transportation Managers on locations and performance of Line Supervisors; conduct efficiency checks and recertifications. Coordinate Local Control Panel (LCP) exercises with MOW personnel; ensure safety-related subsystems are maintained at Bergenline Station. Routinely check HBLRT elevators for proper operation and cleanliness; supervise responses to service disruptions. Inform customers of procedures during disruptions; maintain proficiency in Emergency Response and Incident management following NIMS principles. Coordinate Yard and shop activities with Maintenance of Equipment Division to ensure rolling stock availability and servicing. Ensure timely information flow to management and New Jersey Transit (NJT) per established protocols; meet DOT and SSO reporting requirements with the Chief Safety Officer. Respond to and investigate operational incidents; take corrective action during train delays and prepare written reports. Maintain cross-training and proficiency to perform as an OCC Manager; promote ACI-Herzog culture and values; maintain regular attendance and punctuality. Other duties as assigned. Qualifications

Must be able to pass a pre-employment Drug and Alcohol screening as well as a background check and motor vehicle report review. Education And/or Experience

High School diploma or equivalent. At least five years of experience in the rail transit industry of which at least three (3) years must have been at a supervisory/managerial level; OR a satisfactory equivalent of education and experience. Extended work experience may be substituted for education, if appropriate. Language Skills

Ability to speak, read and write English in a work setting. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write regulatory and departmental reports and correspondence. Ability to speak effectively before groups of customers or employees of the organization. Mathematical Skills

Ability to work with mathematical concepts including adding, subtracting, multiplying and dividing all units of measure; apply fractions, percentages, ratios and proportions; compute ratios and rates; interpret graphs and tabular data. Certificates, Licenses, Registrations

Must successfully complete Light Rail operations training program and Light Rail Operator recertification annually. Possession of a valid driver’s license and any other certificates, licenses and registrations as required by law to perform the specified functions. Must be in the process of obtaining FTA TSI TSSP certification in Rail and must be certified in CPR/AED. Special Working Conditions

May be required to work various shifts, including nights, Saturdays, Sundays and holidays. Physical Demands
