Assistant City Attorney

This position includes representing the City in tax assessment and other municipal matters, advising City staff and officials, and supporting the City Attorney with outside counsel management and legal services contracts. Responsibilities
Manage the City\'s tax assessment litigation by representing the city\'s interests in disputes over local taxes, including resolving tax controversies, defending against challenges, and pursuing delinquent taxes. Start by working alongside outside counsel and gradually assume lead counsel responsibilities. Advise City staff and City Officials on various policy and municipal law matters; serve as City\'s parliamentarian in the absence of the City Attorney. Represent the City independently in a wide scope of litigation matters, including negotiations, property maintenance cases, dispute resolutions, mediations, trials, hearings, and administrative processes. Assist the City Attorney in managing outside counsel and legal services contracts. Prepare briefs, make presentations, and/or prepare reports to City officials and staff. Educate on and assist in open records and open meetings compliance. Negotiate, draft, and review contracts, real estate documents, and agreements; review contracts and insurance information submitted by City departments. Draft legislation, code provisions, regulations, ordinances, amendments, resolutions, and policies; attend public meetings of the City Council, boards, and commissions; advise and address members in both closed sessions and public presentations. Represent the City in matters before judicial or quasi-judicial bodies, including pleadings, discovery, and preparation for hearings or trials. Respond timely to inquiries from the public and media about public information and municipal regulations and procedures. Compile data, statistics, or other information for reports; maintain current knowledge of legal issues and precedents; participate in professional development activities. Perform other related duties as required. Qualifications
Education and Experience:
Law degree from an accredited college or university. Three to five years of independent litigation experience; experience in areas related to municipal and government matters strongly preferred. Litigation experience in tax assessment matters strongly preferred. Licenses, Certifications, and Other Requirements:
Licensed to practice law in the State of Wisconsin. Knowledge, Skills, and Abilities:
Considerable knowledge of municipal law and government processes; familiarity with Wisconsin statutes and case law; strong knowledge in tax assessment litigation preferred. Ability to prepare complex briefs, opinions, and pleadings; superior oral and written communication skills; sound judgment and discretion; ability to build and maintain positive working relationships. Ability to read, analyze, and interpret legal documents, financial reports, and other documentation; ability to respond effectively to inquiries from customers, regulatory agencies, or the business community with appropriate legal responses. Knowledge of governmental policies, processes, and procedures preferred. Application Instructions
