Overview
Divisional Finance Administrator @ DHQ role at The Salvation Army USA Central Territory. Provide oversight, expertise, leadership, and management supervision for financial accounting operations for The Salvation Army KWM Division in conformity with US GAAP and Salvation Army policies. Responsible for the preparation and oversight of financial statements and reports used for divisional management. Serves as department head for the DHQ Finance Department and provides accounting and operation support to the Division. Essential Functions
Responsible for the efficient operation of the Divisional Finance Department. Ensure information is accurate, reliable, and compliant with Government regulations, funding agency requirements, and Salvation Army policies for the General/City Fund, Service Extension Fund, individual corps and institutions. Protect the integrity of all Divisional Accounting systems. Provide oversight for the budget preparation process of all Salvation Army funds and units and ensure timely submission to the Divisional Finance Board for approval; manage ongoing comparisons to actual results. Prepare reports, analysis, and other information for management decisions regarding division performance. Supervise the Controller and Administrative Assistant. Oversee department recruitment and training; make recommendations to the Divisional Commander for salary increases, promotions, disciplinary action, and terminations for the Finance Department. Monitor and coordinate divisional Capital, Operating, and Income Trust ledgers, and coordinate with THQ to maintain accurate reporting on fund status. Serve as a consultant to units in the division, providing accounting expertise and information; identify available funding for proposed expenditures. Provide supervision and assistance for the Divisional Financial Statement Consolidation process. Maintain contact with outside groups such as banks, vendors, and management companies. Stay current with all official minutes and policies issued by Territorial Headquarters to effective support to Divisional staff. Serve as secretary of the DFB. Prepare and/or present all Division business to the Divisional Finance Board; review and file DFB minutes, communicate DFB decisions to units, and follow up with Territorial Headquarters as needed. Approve expense reimbursement vouchers, Finance department invoices, and Property Release of Funds requests. Approve checks and ACH payments for all bank accounts as needed. Participate in monthly Finance Committee meetings of the Advisory Board, preparing reports for review. Attend Metro Coordinating Council and DMPC; serve on STEPS teams as assigned. Serve as Finance liaison to the Advisory Board Executive Committee and Full Board in the absence of the Advisory Board Finance Chairperson. Maintain confidentiality and comply with Salvation Army Safe from Harm guidelines. Maintain a positive work atmosphere and professional communication with clients, co-workers, and supervisors; resolve conflicts professionally and treat others with respect. Provide oversight of the preparation and filing of financial statements and other financial documents for divisional operating funds and other units as necessary, including reports for independent auditors, DHQ management, Territorial Headquarters, and other stakeholders. Serve as a bank account administrator and liaise with banks; manage due diligence processes for accounting-related service providers as needed. Maintain appropriate password security. Perform a minimum of one-third of the Divisional Audits per Territorial policy. Review, approve, and oversee electronic fund transfers; manage and supervise agency cash flow needs and transactions. Attend seminars and conferences as requested; prepare presentations for the Divisional Finance Board and other groups as directed. Monitor Corps/Institution receivables to HQ and work with Corps to reduce outstanding debt. Collaborate with the development department on fundraising initiatives and events as assigned. Education:
Bachelor’s Degree with a business concentration in accounting/finance Experience:
Seven years of related experience Certifications/Licenses:
CPA preferred Skills/Abilities
Excellent computer skills including Microsoft Word, Excel, and e-mail Confident, self-motivated, multi-tasked individual with integrity in resource use Ability to build teams and maintain a high level of trust regarding confidential matters Highly organized, detail-oriented, self-starter able to meet deadlines with minimal supervision Strong communication skills Ability to analyze facts and determine appropriate actions within standard practices Budget preparation and audited financial statements experience Knowledge of consolidation of multi-unit financial statements Experience in nonprofit taxation issues Independent thinking with sound judgment Align with The Salvation Army’s mission, vision, and values, emphasizing service excellence Willingness to pass background checks Supervisory Responsibility:
