Overview
The Marketplace Facilitated Enroller (MFE) is responsible for identifying prospective members that do not have health insurance and assisting with the enrollment process to connect them to the care they need. The MFE conducts interviews and screens potentially eligible recipients for enrollment into Government Programs such as Medicaid/Medicaid Managed Care, Child Health Plus, and Essential Plan. The MFE may also assist with enrollment into Qualified Health Plans and must offer all plans and all products. MFEs assist families with their applications, provide assistance with completing the application, gather the necessary documentation, and assist in selecting the appropriate health plan. The Enroller provides information on managed care programs and how to access care. The MFE is responsible for processing paperwork accurately, including follow-up visit documentation and other necessary reports, and for assisting current members with recertification with their plan. MFEs must source, develop, and maintain professional, congenial relationships with local community agencies as well as county and state agency personnel who refer potentially eligible recipients.
Responsibilities
Achieve monthly, quarterly, and annual enrollment goals and growth targets as established by management.
Interview, screen, and assist potentially eligible recipients with enrollment into Medicaid/Medicaid Managed Care, Child Health Plus, Essential Plan, and Qualified Health Plans.
Meet with consumers at various sites throughout the communities.
Educate and support individuals navigating the enrollment process, explain requirements and required documentation.
Educate members on plan features and benefits and assist in selecting a plan and primary care physician.
Assist clients with completing applications and submitting all completed applications by the required deadlines per NYSOH and Molina enrollment guidelines.
Assist current members due for recertification with their healthcare coverage and add eligible family members as needed.
Respond to inquiries from prospective members and members within marketing guidelines.
Adhere to NYSOH rules and regulations applicable to MFE functions.
Participate in outreach projects and events to community partners; minimum of 8 hours per week.
Establish and maintain relationships with external partners such as hospitals, providers, city agencies, and community-based organizations involved in enrollment activities.
Attend external meetings and community health fairs/events as required; occasional weekend or evening availability for special events.
Qualifications
Education:
HS Diploma
Experience:
Minimum one year of experience with State and Federal Health Insurance programs and populations; demonstrated organizational and time management skills; ability to meet deadlines; excellent written and oral communication and presentation skills; basic computer skills (Word and Excel); strong interpersonal skills; reliable transportation with a valid NYS driver's license (no restrictions); knowledge of managed care plans; ability to work with diverse populations and flexible schedules (including nights and weekends).
License, Certification, Association Successful completion of the NYSOH required training, certification and recertification.
Preferred Education
AA/AS – Associates degree

Pay and Additional Notes Pay Range: $18.04 - $42.20 hourly. Actual compensation may vary based on geographic location, work experience, education, and/or skill level.
