Senior Developer (Information Systems Analyst II, Option A)

We’re seeking qualified candidates for a Senior Developer position supporting the Illinois Department of Veterans’ Affairs (IDVA) within the Department of Innovation and Technology (DoIT). This role involves application development and support for existing applications for IDVA staff in the Springfield Central Office and other Illinois veteran’s homes. The position requires strong communication, development experience, data analysis for reporting, and teamwork in a dynamic environment.
Essential Functions
Under administrative direction, serves as a Senior Developer for DoIT supporting IDVA conducting and coordinating complex application development on-site using designated software and programming languages for database and program design. Serves as a team leader for specific systems and tools. Analyzes and recommends new procedures and techniques to improve the supported application systems. Provides primary support for scheduled and remedial maintenance to the assigned applications. Keeps abreast of new developments in the information technology field via online training, meetings, training sessions, seminars, and conferences. Performs other duties as required or assigned within the scope of duties enumerated above. Minimum Qualifications
Requires knowledge, skill, and mental development equivalent to four (4) years of college with coursework in computer science or related fields. Requires three (3) years of professional experience in application services or a related Information Technology field. Specialized Skills
Three (3) years of professional experience maintaining and enhancing enterprise-level web applications using VB.Net and ASP.Net; experience with backend SQL Server databases. Three (3) years of professional experience in full stack application development including requirements gathering, system design, coding, testing, deployment, and maintenance of complex systems. Three (3) years of professional experience leading/coordinating teams or projects, including mentoring and ensuring timely delivery of software solutions. One (1) year of professional experience with SQL Server including database design, queries, stored procedures, and views for data extraction and reporting. Preferred Qualifications
Three (3) years of professional experience with VB.Net/ASP.Net and SQL Server. Three (3) years of professional experience in full stack development and SDLC, including system design, coding, testing, deployment, and maintenance. Three (3) years of professional experience leading teams or projects, mentoring developers, and delivering solutions. One (1) year of professional experience with SQL Server data extraction and reporting. Three (3) years of experience configuring, maintaining Microsoft Dynamics 365; three (3) years building canvas and model-driven apps with MS Power Platform; three (3) years supporting SDLC with SharePoint, Visual Studio, and Azure DevOps. Ability to perform business and system analysis, troubleshoot issues, and propose scalable solutions. Strong verbal and written communication; ability to collaborate across cross-functional teams and external partners. Conditions of Employment
