Overview This is an INTERNAL RECRUITMENT restricted to current full-time, permanent and contractual Maryland State Police Employees only and full-time employees working with the Maryland State Police by contract. Location : Maryland State Police Aviation Command, 3023 Strawberry Point Road, Middle River, MD 21220

Main Purpose of Job Responsible for the administration of initial, recurrent flight, remedial, ground training, applicant evaluation, emergency procedures, pilot upgrades and Crew Resource Management (CRM) programs for Command Pilots and other personnel in the Flight Training Device (FTD). Develops FTD Training curriculum, study outlines and operating procedures to be employed during simulation and flight training events. Conducts instructional sessions, briefings, follow-ups and proficiency checks on the FTD in accordance with FAA regulations and Maryland State Police Aviation Command (MSPAC) policies and procedures. Supervises qualification and re-qualification of the FTD.

Responsibilities Responsible for the proper management of the FTD, the Simulator Quality Management System (SQMS) manual and the CFR regarding FSTD. Administers initial, recurrent flight, remedial, ground training, applicant evaluation, emergency procedures and CRM programs for Command Pilots and other personnel in the FTD. Develops FTD Training curriculum, study outlines and operating procedures to be employed during simulation and flight training events. Evaluates pilot performances, knowledge, skill and ability to ensure they are adequate to perform the duties and responsibilities of an MSPAC pilot. Ensures pilots are thoroughly knowledgeable of all applicable operational rules. Demands skillful accomplishment of emergency procedures and CRM. Recommends cessation, qualification or additional training of pilots. Completes reports as detailed in the Training syllabus. Conducts specialized training with the Department and allied agencies. Maintains training records in accordance with FAA and MSPAC rules and regulations. Maintains Certified Flight Instructor, Certified Flight Instructor Instrument ratings and appropriate FAA Medical Certificate. Satisfactorily completes the initial and recurrent training of the MSP Aviation Command Standards.

Minimum Qualifications Education : Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience : Completion of 2600 helicopter or fixed wing flight hours as a FAA licensed pilot. Note: Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in NavalAviation Pilot classifications or Rotary Wing Aviator, Pilot, or Pilots/Naval Flight Officers specialty codes in the Piloting field of work on a year-for-year basis for the required experience.

Selective Qualifications : Must have 2600 helicopter flight hours (cannot combine helicopter and fixed wing hours) as a FAA licensed pilot.

Desired or Preferred Qualifications Preferred qualifications: 1. AW-139 Type Rating 2. Turbine Instruction Experience

Additional Requirements Licenses, Registrations and Certifications : 1) FAA Commercial Helicopter or FAA Commercial Airplane multi-engine certification. 2) FAA 2nd Class Physical certification. 3) Acceptable Instrument Helicopter or Instrument Airplane Rating as determined by FAA regulations and MSP Aviation Command. 4) FAA Helicopter or Airplane Instructor Pilot certification. 5) FAA Helicopter or Airplane Instructor Pilot Instrument certification. 6) Possession of a Maryland motor vehicle operator’s license if required by duties.

Special Requirements 1) Complete criminal background investigation, including a polygraph, before permanent appointment. 2) Substance abuse testing per Code of Maryland Regulations 06.01.09. 3) 24-hour call-in availability and provide a reachable telephone number. 4) Other FAA applicable drug testing requirements.

Selection and Examination Selection Process : Review of applications; eligible list in BEST, BETTER or QUALIFIED category. List valid for one year.

Examination Process : Rating of education, training and experience related to the position; may require qualifications supplement, physical examination, interview, background investigation, polygraph and substance abuse testing.
