Job Responsibilities This posting is for internal South Carolina Department of Public Safety applicants only.

Under the supervision of the Senior Accountant, assists with the financial management of the School Resource Officers grant program. Ensures reimbursements to local law enforcement agencies contain appropriate documentation and are processed in a timely manner. Coordinates with Program Coordinator regarding the financial aspects of grants.

Performs the day-to-day accounting and compliance activities of assigned grants. Assists with the subgrantee's requests for payment process and ensures payments made to the subgrantees are accurate and based on approved, properly completed, and calculated reports and are in compliance with all relevant state and federal regulations and conditions. Contacts subgrantees to resolve issues discovered with payment requests.

Performs accounting related tasks for the Grants Accounting area, including the monthly reconciliation and maintaining various logs and reports.

Reviews requests from subgrantees to purchase equipment verifying procurement guidelines and special conditions are followed.

Provides technical assistance to program staff and subgrantees on grant fiscal issues. Provides special reports to accounting and programmatic staff.

Assists with the set up and deobligation of grants. Prepares correspondence to subgrantees, assimilate information from subgrantees, and provide reports to the Senior Accountant managing the program. Establishes and maintains grant files. Participates in workshops and train subgrantees.

Requests budget uploads from the Office of Financial Services' Budget Office. Enters completed requests for payment into the South Carolina Enterprise Information Systems (SCEIS) ensuring SCEIS Functional Area, Fund Center, General Ledger Account, Grant Number, and Transaction Type are appropriate. Scans documents into OnBase software. Notifies subgrantees of payments via email.

Other Related Duties as Required Minimum and Additional Requirements State Minimum Requirements A high school diploma and professional experience in a related area such as accounting, auditing, finance, or banking. A bachelor's degree with multiple accounting courses may be substituted for the required work experience.

Agency Minimum Requirements A bachelor's degree in accounting and two (2) years of work experience; or an associate's degree and at least two (2) years of professional experience directly related to accounting or bookkeeping.

Proficient in Microsoft Excel.

Experience with the SCEIS Grants Management module.

Ability to interpret and analyze complex financial data, records, and reports.

Ability to produce clear and concise reports from complex financial data.

Good communication skills, both written and oral are essential for this position.

Ability to work independently with little supervision, meet conflicting deadlines, and work with senior staff to complete assigned tasks in a timely and efficient manner.

Employee must be self-motivated.

Must exercise a considerable degree of distinction and maintain good working relations with local agencies.

Some travel may be required.

Preferred Qualifications Knowledge of federal, state and local laws related to Federal grants preferred. Knowledge of the principles, practices, theories and terminology of accounting preferred. Knowledge of state government fiscal and accounting processes preferred.
