Senior Air Quality Project Manager (Consulting & Permitting Specialist)

Responsibilities Technical & Regulatory Expertise:
Conduct emissions calculations, applicability determinations, compliance assessments, and audit support.
Lead the development of greenhouse gas (GHG) inventories and reporting; any certification in GHG analysis is a strong plus.
Stay up-to-date with state-specific air quality regulations (with emphasis on Texas and New Mexico) and broader EPA requirements.
Supervise and mentor junior engineers and scientists, including assigning tasks, providing technical review, and supporting professional development.
Experience managing teams of 2–5 junior staff in air quality projects is preferred.
Qualifications:
10+ years of hands-on experience in air quality permitting and environmental consulting.
Bachelor’s degree (or higher) in Environmental Engineering, Chemical Engineering, Environmental Science, or a related discipline.
Proven track record of independently managing client projects without guidance from senior staff.
Strong understanding of regulatory frameworks including NSR, Title V, PSD, MACT, and NESHAP.
Prior experience with GHG inventory development; certification in GHG emissions quantification is advantageous.
Familiarity with key state-specific regulations, particularly in TX, NM, LA, and surrounding states.
Professional certifications (e.g., PE, QEP, CPP) are highly desirable.
Strong analytical, writing, and communication skills.
Proficiency in project management tools and platforms; ability to manage budgets, proposals, and schedules efficiently.
