Overview
ITS COMMUNICATIONS ADMINISTRATOR - 55010199 role with the State of Florida, Department of Transportation. The position is non-supervisory and focuses on administering the work, contract, and budget of the Intelligent Transportation Systems (ITS) Communications Program, and oversight of ITS communications general engineering consultant work products. The role supports Florida’s ITS Operations Network (FION) design, implementation and operations, maintenance of statewide telecommunications systems, and provides crucial communications for disaster emergency response and recovery. Work You Will Do
This position will administer the ITS work, contract, and budget, and oversee the ITS communications general consultant’s work product. Responsibilities include daily oversight of Florida’s ITS Operations Network (FION) design, implementation and operations, and maintenance oversight of statewide telecommunications systems (wireless and optical fiber). You will maintain essential communications for disaster emergency response and recovery. Direct duties include technical assistance to FDOT Districts, long-term budgeting for SICN operations, and administration of the SICN and ITS facilities; coordinating with FDOT contractors and presenting at ITS and telecommunications conferences and meetings. You will also represent FDOT in coordinating with federal, state, and local agencies on technical communications issues. Responsibilities
Evaluate SICN operations and maintenance; assess fiber upgrade and deployment needs; oversee microwave tower systems replacement. Provide guidance for network cybersecurity for statewide ITS systems. Oversee operations and maintenance of deployable assets (ITS trailer and communications trailer). Oversee the Statewide Radio Bridge (SRB) Network for land mobile radio systems and conduct statewide radio system testing. Administer the FDOT LodeStar and RowStar programs and support related activities. Support the State Emergency Operations Center (SEOC) during emergencies. Prepare long-term budget needs for SICN operations and maintenance. Manage radio licensing for statewide assets with the Federal Communications Commission (FCC). Collaboration and Representation
Manage the ITS Facility Management (ITSFM) System and coordinate ITSFM trainings for FDOT Districts. Coordinate with FDOT contractors on engineering and maintenance of SICN systems. Attend and present at ITS and telecommunications conferences and meetings. Represent FDOT Traffic Engineering and Operations Office with agencies on technical communications issues (FCC, DMS, EM/DEM, FAA, FHWA, NOAA, and others). Qualifications
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of traffic engineering and ITS principles, wireless communications and network topologies including fiber optic design and installation; strong written and oral communication skills; proficiency with Microsoft Office; ability to interpret rules, regulations, policies, and procedures; ability to prioritize and manage workload; and ability to establish effective working relationships. Minimum Qualifications
A high school diploma with three years of ITS, telecommunications, information technology, contract, or radio technology experience; or combinations as specified (military electronics or data communications; associate degree with related experience; bachelor's degree in engineering).
