The Senior Accountant - CIP

earns a competitive salary of

$82,981.23 to $105,801.07 per year , based on qualifications. Additionally, the city pays all premiums for dental, long-term disability protection, and life insurance, plus the majority of the medical premium for employees and their dependents. A Day in Life as a Senior Accountant

The purpose of this position is to oversee, manage, and ensure accurate and timely accounting and financial reporting for capital projects and construction in progress (CIP) in compliance with governmental accounting standards. The Senior CIP Accountant performs complex reconciliations, prepares journal entries, assists with audits, and collaborates with internal and external stakeholders to ensure compliance with city policies, funding requirements, and contractual obligations. This class works independently under limited supervision and reports major activities through periodic meetings. The role requires a high degree of technical accounting knowledge, strong analytical skills, and the ability to manage multiple priorities in a government finance environment.

Essential Functions

Construction in Progress (CIP) and Capital Project Accounting

Manage the full lifecycle accounting of capital projects and CIP including proper classification, capitalization, and closeout in accordance with GAAP, GASB, and GFOA best practices.

Maintain detailed project workpapers and ledgers, track budgeted vs. actual project expenditures, and ensure all costs are properly recorded in the project accounting system.

Coordinate with project managers, engineers, procurement, and vendors to verify pay applications, retainage, and project cost allocations are accurate and timely.

Ensure construction costs are recorded within contractual terms and payment timelines are met.

Month-End and Year-End Close Activities

Prepare and post monthly, quarterly, and year-end journal entries for CIP-related activities including WIP, transfers, capitalization, and depreciation.

Reconcile all CIP-related general ledger accounts, capital project funds, and developer escrows.

Maintain and reconcile fixed asset sub-ledgers and coordinate fixed asset tagging, disposals, and retirements.

Financial Reporting & Forecasting

Contribute to the preparation of monthly financial statements, budget variance analyses, and year-end reports.

Assist in preparing the City\'s Annual Comprehensive Financial Report (ACFR) and other state or regulatory filings.

Support the development of long-term capital financial forecasts and citywide 5-year Capital Improvements Plan (CIP).

Present findings, forecasts, and financial updates to City management, departments, and elected officials.

Audit & Compliance

Prepare schedules, roll forwards, and documentation to support annual external audits and single audits.

Ensure accounting and financial reporting complies with GASB standards, GAAP, City policies, and grant requirements.

Implement and monitor internal controls over capital and CIP processes to safeguard assets and ensure accuracy.

Ensure practices align with the standards of the Government Finance Officers Association (GFOA), the Texas Municipal League (TML), and applicable federal/state grant requirements.

Cross-Functional Collaboration

Serve as primary liaison between the Finance Department and departments managing capital projects (e.g., Public Works, Utilities, Engineering, etc.).

Train and advise project managers and department staff on capital project accounting procedures, funding sources, and financial compliance.

Coordinate with Procurement and Legal to review contracts for accuracy and financial compliance.

Process Improvement & Special Projects

Identify opportunities for process improvements and automation in CIP and fixed asset accounting.

Participate in or lead special projects as assigned by senior management.

Develop and document policies and procedures related to CIP, retainage, and fixed asset accounting.

Minimum Education And Experience Requirements

Bachelor\'s Degree in Accounting, Finance, or related field required

Minimum of 5 years of progressively responsible governmental accounting experience, including three (3) years in Capital Projects or CIP Accounting

Strong experience in utilizing Excel

Special Certifications and Licenses

CPA, CGFO, or similar professional accounting certification, preferred

Completion of GFOA/TML or related training programs in governmental accounting strongly desired

Valid State of Texas Driver\'s License
