This is a highly professional position which requires the ability to independently apply a variety of accounting and budgetary skills in performance of the duties of the position. The position is in the Budget section of Finance and Accounting and reports directly to the Finance and Accounting Director. The primary responsibilities of this position are to serve as liaison for budget matters between the Finance and Accounting unit and their assigned operating division revenue and expense reports, distributing reports, budget monitoring, payroll reallocation, OCA balancing, Schedule C allocation management, core contract development, UDS reporting, spending plan development/management and including but not limited to the Information Security Policy, Employee Accountability Policy, and the DOH Internal Control Policy.
Performs all accounting tasks as required for preparing, tracking and monitoring the operational budget for all assigned programs. This includes, but is not limited to, financial statement analysis (i.e. budget reports, audit statements, and/or any applicable accounting data). Must establish and maintain an effective working relationship with both internal and external customers. Works with management and L4 managers to analyze, plan and prepare accounting and budgetary systems for all Divisional grants and contracts. These duties include, but are not limited to, data collection, timely preparation and submittal of required financial statements and/or reports, preparation and maintenance of a variety of accounting records/systems, ability to analyze, interpret and report financial data to management and responsibility to research, comprehend and effectively apply all applicable rules, regulations, policies and procedures relating to programs. Process salary redistributions monthly. Track expenses in OCAs to ensure programs are appropriately charged (through the use of FLAIR, FIS, and FIRS reports).
Responsibilities
Responsible for and participate in the preparation of the Medicaid Cost Reimbursement Report, the Medicare Cost Report, the Core Contract, the Spending Plan, SEFA, the Annual Internal Control Questionnaire, annual report documents and production of the monthly financial package.
The incumbent may also be assigned other budget, financial and accounting related tasks such as conducting internal audits, My Florida Market Place approval flow responsibilities, UDS reporting, spending plan management. Position will perform duties as needed in the areas of Accounts Payable, Accounts Receivable, and Billing Administration.
Additional duties may include but are not limited to: conducting major Pharmacy audits (monthly, quarterly, and annually); conducting the monthly Pharmacy storeroom audits at each clinical site; field audits to ensure safeguarding, handling, and accounting of Cash Policy; process Medicaid, Medicaid HMO, Medicare and Third-Party billing; retrieve EOBs and transmit payments; process bad debts (collections, write offs) monthly.
Perform other duties as assigned. This includes preparing adjustments, preparation of special reports, cross-training with other sections within Finance and Accounting, occasional work assignments with other sections and/or sites, assistance with or management of special projects, management of the budget office filling systems, providing assistance to Executive Managers, and attendance at training, meetings, and support as required.
Train new employee(s) on FIRS, FIS and other accounting systems. Provide backup support while other Budget Analyst position is vacant.
Required Knowledge, Skills, And Abilities
Knowledge of generally accepted accounting rules and principles.
Knowledge of DOH policies and procedures.
Knowledge of Microsoft Office with special knowledge in Excel.
Knowledge of various DOH accounting systems such as but not limited to FIRS, FIS, and FLAIR.
Minimum Qualifications
Must be willing to work before, during, and/or beyond normal work hours or days in the event of an emergency. This may include working in a special needs or Red Cross shelter, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
Must have 3 years or more of experience creating spreadsheets using Excel or using Microsoft Office Suite.
Must have 3 years or more of experience reconciling budgets within an organization and presenting data to senior managers.
Must have 3 years or more of experience coordinating budgets across multiple operational units within a divisional organization.
Preferred
A bachelor\'s degree or higher in Finance, Accounting or Business-related field.
