Overview

This position is for the Administrative Staff Analyst within the Parks & Recreation Agency. Location: Arsenal West, Manhattan. All applicants must apply via cityjobs.nyc.gov. The City is no longer using ESS to accept applications. Responsibilities

Under the direction of the Deputy Chief of Human Resources, perform difficult and responsible supervisory and analytic functions for the Recruitment Unit with wide latitude for independent initiative and judgment. Oversee the creation, editing and distribution of postings and interview matrices. Assist with the development and implementation of recruitment plans. Promote job opportunities at NYC Parks at community and school career fairs. Review data and metrics for recruitment. Conduct and manage Structured Interview trainings for panel members and posting liaisons. Serve as a liaison to other divisions throughout the Agency. Provide input on policies and procedures and maintain them. Resolve problems, recommend improvements and respond to inquiries. Manage special projects and assignments. Minimum Qualifications

A master\'s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above. A baccalaureate degree from an accredited college and four years of professional experience in the areas described above, including the 18 months of executive, managerial, administrative or supervisory experience, as described above. Preferred Skills

Strong supervisory, communication, writing and organizational skills. Detailed knowledge of Agency structure and operations. Knowledge of civil service rules and regulations. Proficiency in Microsoft Word, Excel and Access; knowledge of HR systems including NYCAPS, PMS and CHRMS a plus. 55a Program
