Capital Projects Manager, Senior . Responsibilities
Provide professional construction management for a variety of construction projects. Supervise and manage technical staff for large and complex citywide projects; manage highly visible and politically sensitive projects. Manage project lifecycle activities including securing permits, recommending/approving pay applications/invoices; preparing project schedules; developing budgets and budget proposals; preparing contract documents for design and construction; ensuring compliance with applicable rules and regulations. Develop project scope; prepare, coordinate, review, and monitor designs, plans, specifications, engineering studies, and cost estimates. Prepare documents such as ordinances and RFPs/RFQs; review and approve change orders; track expenditures; provide project close-out documentation. Perform site inspections to ensure project requirements; participate in meetings (bid selection, project planning, construction progress, public hearings). Serve as liaison with internal/external departments or agencies; meet with consulting engineers, City representatives, and contractors; determine projected needs/use levels; attend departmental and progress meetings. Research and compile complex information, prepare reports, attend public meetings, make public presentations, and coordinate project records with outside entities. Grant Funding and Schedule
This position is grant funded and not to exceed three years. Qualifications, Certifications, and Licenses
Minimum Training and Experience
Bachelor's Degree in business administration, engineering, architecture, construction management, or related field Six years of professional engineering or construction/project management experience An equivalent combination of training and experience may be used to meet minimum qualifications Licensing, Certifications, and Other Requirements
Some assignments may require Professional Engineering (PE) licensure or licensure as an Architect in Virginia Some assignments may require a valid Driver's License with satisfactory driving record Candidate should have or be able to obtain IFMA credentials (FMP and SFP) within 24 months of hire Preferred Training and Experience
Experience with building design Experience with construction and maintenance principles in MEP trades Experience with state and local building codes Knowledge, Skills, and Abilities
Project planning, budgeting, cost estimating, and fiscal management Building design, construction, and maintenance principles Engineering economics for project fiscal tracking Sustainability design principles (including LEED) City building codes and minority business goals; procurement laws; federal and state laws for project implementation City procurement laws and vendor relations; construction management Tools and Abilities
Microsoft Office; GIS Effective oral and written communication; project management; people management Reading and interpreting GIS and AutoCAD plans Environment and Physical Requirements
