Under general supervision and at the full performance level, pursue the collection of delinquent taxes owed to the State of West Virginia by communicating with taxpayers and/or their representatives in person, by phone, and by mail. Promote voluntary compliance with state tax laws and educate taxpayers on the WV State Code. Investigate situations of potential non-compliance and complaints made to the agency about delinquent taxpayers. Review tax returns and their supporting documentation, including financial information. Research and audit various databases, courthouse records, and applicable laws, regulations, and policies to investigate cases of delinquency. Issue bad check warrants, third party levies and garnishments, liens, and notices of revocation. Determine delinquent taxpayer liabilities and determine the appropriate course of action to resolve cases of delinquency. Negotiate with taxpayers payment plans that do not exceed 12 months in length. If the appropriate course of action involves long-term payment plans exceeding 12 months; pursuit of a criminal investigation; lien releases; business license revocation; offers in compromise; waivers of additions, recommend such action to upper management. Represent the Tax Department at hearings. Perform related work as required. Frequent travel is required. Applicants must possess a valid driver’s license and live in or be willing to relocate to the defined geographic area. Minimum Qualifications
Training:
Graduation from an accredited four-year college or university which must have included six semester hours in accounting. Substitution:
Experience in accounting, bookkeeping, credit collections, preparation of tax returns, or related work outside the Department may be substituted at the rate of two years of experience for one year of college; or tenure with the Department of Tax & Revenue in a related field may be substituted on a year-for-year basis for the required training. If the experience substituted is in bookkeeping, accounting or credit collections, the six hour accounting requirement may be waived. Special Requirement:
Availability of a car and possession of a valid driver’s license are required. Other Information
