Overview

Construction and Environmental Officer (Sunrise St. Pete) – grant-funded, responsible professional and technical work ensuring citywide compliance with federal regulations under the Community Development Block Grant – Disaster Recovery (CDBG-DR) program. The role oversees environmental review processes and construction activities across programs including single-family housing, public infrastructure, and buyouts/acquisitions. Responsibilities include vendor management, change orders, damage assessments, environmental reviews/clearances, invoicing, and inspections. Responsibilities

Oversee all construction-related activities, including change orders, damage assessments, construction invoices, scoping, etc. Oversee and monitor vendor(s) hired in support of construction activities. Coordinate change orders and construction inspections. Ensure that every project has a completed and submitted environmental review. Coordinate inspections and review change orders to ensure continued eligibility, cost reasonableness, and compliance. Coordinate environmental review and clearance. Assist with program compliance with HUD and local environmental regulations and provide expertise in HUD regulations at 24 CFR Part 58. Conduct fieldwork and preparation of site-specific environmental documentation. Complete site inspections, as necessary. Provide environmental Subject Matter Expertise for HUD-funded programs, including housing programs, buyouts and acquisitions, and infrastructure repair. Review environmental documentation prepared by contractors for compliance and accuracy. Minimum Qualifications

Possess a valid Bachelor’s degree in natural or physical Science, environmental management, construction management, urban planning, or a related field. Have at least two (2) years of professional experience in providing environmental review under federal and state regulations (e.g., NEPA, Clean Water Act, RCRA, ESA). Possess and maintain a valid Driver License. Be able to conduct fieldwork and site visits in support of environmental reviews, with experience in environmental subjects listed in HUD regulations at 24 CFR Part 58. Be able to communicate clearly and concisely, both orally and in writing. Have strong organizational skills and attention to detail, including the ability to prioritize and multitask under strict deadlines. Desirable Qualifications

Knowledge of FEMA, ESG, HOME, or other federal housing and disaster recovery programs. Familiarity with federal audit protocols and HUD monitoring tools. Experience with Oracle ERP or similar financial systems. Experience developing and delivering training programs. Master’s degree in accounting, public administration, or a related field.
