Outreach and Education Specialist

– Special Service for Groups (SSG)

Under the direction of the Program Manager, the Outreach & Education Specialist will conduct outreach and provide education/information to increase awareness/understanding of substance use/abuse prevention and available community resources. Responsibilities include outreach to stakeholder groups, disseminating educational materials, and providing substance abuse prevention counseling to youth clients. The Outreach & Education Specialist will also provide clients with linkages to other services as needed and maintain notes on outreach/education efforts and data entry into the ECCO system (or similar). Part-time, 24 hours/week.

Essential Functions

Collaborate with schools, youth groups, community-based organizations, faith-based groups, and other youth and community organizations to provide information and awareness on Substance Use Prevention aligned with County goals and objectives.

Network with other prevention and social service agencies within the region to address the County's identified goals and objectives in a coordinated fashion. Participate in health fairs and other community events for promoting/providing substance use prevention messages and services offered throughout the Agency.

Travel to sites within Los Angeles County to conduct substance use prevention information sessions for parents, teachers, staff, or administrators in target area schools and community sites.

Conduct outreach and education targeting marijuana dispensaries, with the goal of limiting the availability of marijuana to youth.

Assist Program Evaluators in conducting community assessment related to substance use/abuse.

Facilitate individual and/or group prevention curriculum using community-defined and/or evidence-based practices targeting parents and youth in schools or in a community setting.

Ensure that data for pre/post measures and all survey information is distributed, collected, and tallied for each activity performed.

Collaborate with the Program Evaluator to ensure data collection is submitted in a timely manner.

Document all program activities as required and submit program reports and records according to the agency's deadlines.

Attend training, seminars, workshops, and classes related to substance use curriculum or based on funder requirements.

Assist with the development of substance use prevention material for social media postings and outreach campaigns.

Maintain and uphold Agency mission statement, values, policies, procedures and principles. Other duties as assigned. Regular attendance required.

Minimum Qualifications – Knowledge, Skills and Abilities Required

Bachelor's degree in the social sciences required; a Bachelor's degree in Public Health is a plus.

One (1) year of experience providing substance use prevention services prior to employment. Education may be substituted for experience where coursework is directly related to substance use prevention or the public health field.

Experience in leading, facilitating, engaging and/or organizing community members, schools, businesses, and other stakeholders in the implementation/adoption of a community and/or population-based effort.

Competency to work with various ethnic/cultural groups in the target area/community(ies).

Bilingual English/Spanish is required.

Excellent organization, time-management, interpersonal and networking skills.

Demonstrated knowledge of the South Los Angeles community and available resources related to the target population.

Ability to handle multiple tasks with a calm demeanor.

Computer literacy – MS Office, Outlook, Adobe programs, and other relevant programs as needed.

Flexibility to work after-hours if needed for program-related outreach and activities.

Proof of a valid California driver's license and car insurance; reliable transportation.

Verification of Employment Eligibility and Background Check.

Fully COVID-19 vaccinated, including 2 weeks after final dose; booster per eligibility.

Maintain and uphold Agency's mission, values, policies, procedures, and principles.

Although not required, annual updated tuberculosis test read, reviewed, and dated by a clinician.

Other This position does not have supervisory responsibilities. Overtime, holiday, or weekend work may be required for program-related outreach and activities.

Working Conditions The work involves coordination of activities at multiple sites across the County, mainly in South Los Angeles. Travel and field work are required. Environments include office, schools, community centers, and other field settings. Potential exposure to aggressive clients or other risky situations. May be exposed to weather conditions.

Physical & Mental Requirements Typically spends time sitting, standing, walking, driving, carrying (max. 20 lbs), listening, and speaking. Must synthesize, coordinate, and analyze information; coordinate tasks and provide feedback to co-workers with varying levels of education and experience; adapt to distractions, interruptions, and changes in priorities.
