NATURE OF WORK This classification is responsible for managing the City of Sunrise’s social media channels and email marketing programs, including oversight of the Sunrise Source email newsletter, and for maintaining and updating content on the City’s website. Under the direction of the Marketing and Communications Director, the Communications Specialist develops, schedules, and publishes engaging content; interacts with the public across digital platforms; monitors and analyzes engagement metrics; and supports citywide initiatives through strategic digital campaigns. The role collaborates with City departments to promote events and programs while ensuring consistency with established brand standards. The position will require attendance at select weekend or after‑hours special events to capture and create content. By fostering community engagement, promoting transparency, and enhancing the City’s digital presence, this classification contributes directly to building strong connections with residents.

ESSENTIAL JOB FUNCTIONS

Develop, curate, and publish engaging, high‑quality content across the City’s social media channels, ensuring a consistent voice and visual identity.

Manage the Sunrise Source email marketing newsletter, including campaign strategy, content creation, scheduling, distribution, and performance analytics.

Monitor and manage social media platforms to identify engagement opportunities and respond promptly and professionally to public inquiries, comments, and concerns.

Plan, develop, and implement digital marketing campaigns that effectively promote City programs, services, and special events to diverse audiences across social media and the City’s website.

Track, analyze, and report performance data for social media and email marketing, using insights to refine strategies and maximize reach, engagement, and impact.

Collaborate with internal departments to maintain cohesive messaging and uphold the City’s branding standards across all digital and print materials.

Design and produce digital media assets, including custom graphics, photography, and short‑form video content to support marketing and communication goals.

Maintain awareness of current and emerging trends, tools, and best practices in digital communications, and recommend innovative approaches to enhance engagement.

Assist in the coordination and execution of crisis or emergency communications by providing timely and accurate updates across digital platforms under the direction of the Marketing and Communications Director.

EDUCATION

Bachelor’s degree from an accredited college or university is required.

Bachelor’s degree in Marketing, Communications, Journalism, Graphic Design, Public Relations, Digital Media, or a related field, preferred.

Experience

Reasonable professional experience in digital communications, social media management/influencer, email marketing, or related fields.

Public sector/government communications experience is preferred.

Necessary Special Qualifications

Possession of a valid driver’s license with an acceptable driving record.

Must obtain a valid Florida driver’s license prior to hire.

Physical

Light physical effort is exercised. Duties may involve repetitive movements, as well as lifting, carrying, pushing, and/or pulling of objects and materials weighing up to twenty (20) pounds. Descending and climbing stairways, as well as extended periods of sitting and standing, may be required.

Work Environment

Work is performed primarily in a standard office environment or in the field. Tasks are regularly performed without exposure to adverse environmental conditions. As needed, schedules may vary and include evenings, weekends, and holidays.

Sensory

The ability to perceive and differentiate visual cues or signals. Tasks require the ability to communicate orally and in writing.

Knowledge, Skills, And Abilities

Comprehensive knowledge of social media strategy, platform functionality, emerging trends, and performance analytics, with a record of developing platform‑specific content (Meta, X, YouTube, Instagram, LinkedIn, etc.) that increases engagement and public awareness.

Proficient in advanced content creation, including writing, editing, graphic design, photography, and multimedia production for use across digital and print platforms.

Exceptional communication skills, both written and verbal, ensuring accuracy, clarity, and consistency with the City’s brand and messaging standards.

Highly organized and detail‑oriented, with the ability to manage multiple projects simultaneously, establish priorities, and meet deadlines in a fast‑paced environment.

Strong interpersonal and collaboration abilities, fostering positive working relationships with internal departments and community stakeholders.

Proficient with professional email and SMS marketing and automation tools (Constant Contact, or similar), including campaign development, list segmentation, and performance tracking.

Creative and strategic thinker, capable of developing and executing innovative outreach and engagement initiatives that enhance the City’s digital presence and community connection.

Technical Skills

Proficient in social media management platforms, including Hootsuite, Meta Business Suite, or equivalent, to plan, schedule, and monitor content.

Experienced with email and SMS marketing systems such as Constant Contact, or similar, for campaign creation, distribution, and performance analysis.

Skilled in Adobe Creative Suite and Adobe Express for graphic design, multimedia production, and visual content development.

Familiarity with website content management systems (e.g., WordPress) to create, update, and maintain web content.

Ability to analyze digital engagement metrics through tools such as Google Analytics, social media insights, and email performance dashboards to inform strategy.

Competent in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) for professional reporting, presentations, and correspondence.

Proficient in photography, video production, and editing to support digital communications and campaigns.

Knowledge of digital accessibility standards, including ADA compliance, to ensure inclusive and accessible content.
