Summary This position plans, promotes and implements a variety of MWR or Community Recreation programs and activities. The position is also responsible to seek various partnerships with community organizations, and businesses in support of MWR programs and base wide special events. Responsibilities Supervision – 25% - Performs supervisory duties that include assigning work, defining priorities, selecting applicants for hire, evaluating performance, recommending pay adjustments and awards, providing training, approving leave requests, initiating corrective actions and recommending formal disciplinary actions. - Supervises federal civil service employees across various levels and non-federal workers including volunteers, student trainees, and others. - Authorizes personnel action requests and ensures timekeeping documents are submitted in accordance with local direction. - Ensures interviews and selection of new hires are performed in accordance with established hiring practices. - Leads and instructs subordinate staff in administering workshops, clinics, and events in outdoor skill areas such as camping, cycling, sailing, canoeing, hiking, and water sports. - Provides outdoor field experiences related to skill training in the form of day and weekend trips. - Leads day‑to‑day operation of multiple programs, assisting with staffing, training and scheduling. Program Management – 35% - Uses creativity to plan, promote and implement well‑rounded Community Recreation programs utilizing facilities across the MWR Department in accordance with CNIC approved standards. - Coordinates leisure skills development activities and classes. - Organizes community special events such as holiday events, concerts and other gatherings. - Serves as liaison for MWR related activities with Fleet & Family Readiness Departments. - Provides support for unit allocation events, including equipment, programming ideas and coordination assistance. - Responsible for the development, management, maintenance, planning and business plan execution of a diverse Community Recreation Program. Marketing – 15% - Solicits and assists with negotiating partnerships on behalf of the MWR department. - Develops partnerships with on-base and off-base organizations to support and benefit MWR programs. - Provides research and referrals on recreational opportunities for individuals and families. - Plans, coordinates, publicizes, markets and executes programs and special events within the Community Recreation program. - Promotes MWR facilities and events through outreach opportunities on base and in staff/student indoctrination. Administration – 25% - Provides administrative support through after-action reports, data collection and database administration. - Solicits input from activity managers regarding program goals and objectives. - Monitors programs to ensure standards are met or exceeded. - Evaluates ongoing programs and provides guidance for program improvement. - Assists with writing standard operating procedures. - Ensures facilities and activities meet safety and sanitation guidelines. - Operates point‑of‑sale system for equipment and activities; completes daily activity reports and inventory of items with cash value. - Promotes customer service awareness and ensures adequate stock levels and event schedules. Qualifications Knowledge gained through relevant education and training (Bachelor's Degree in Recreation, Marketing, Business or a closely related field) and/or equivalent recreation‑related work experience. Ability to work independently, making sound decisions and effectively communicate verbally and in writing. Knowledge of recreational programs and of the goals, principles, techniques and methods used in organizing and conducting activities. Understanding of the scope of activities suitable for a Community Recreation Program for diverse demographics, ages and interests. Ability to create, negotiate, implement and sustain partnerships via MWR agreements. Ability to maintain a clear and accurate database. Ability to represent the department and speak in front of small and large groups. Program planning and leadership skills to design and implement leisure and social recreation programs that stimulate and sustain participant interest. Ability to obtain and maintain a valid driver's license (or obtain within 90 days of hire). Effective oral and written communication skills. Education Bachelor's Degree in Recreation, Marketing, Business or a closely related field and/or equivalent recreation‑related work experience. Additional Information Salary is dependent on experience and/or education. Some positions have special requirements. The selected candidate may be required to complete a one‑year probationary period.
