POSITION PURPOSE:

The Sr. Recruiting Coordinator position manages the execution of the recruitment and hiring process by collaborating with key stakeholders in providing world class, full cycle recruiting support to meet the needs of the organization in a timely and cost-effective manner. Performs professional analytical support and reporting in areas such as recruitment, selection, and new hire orientation. Responsible for continuous improvement of the recruitment process to meet the needs of the business, including Applicant Tracking Systems (ATS). Recommends and administer approved recruitment processes and performs a variety of complex administrative support tasks. Conducts staff training and development towards analyzing future staffing needs. This position must possess considerable skill in interviewing techniques, a basic understanding of the company's organizational structure as well as knowledge of personnel policies and procedures, and federal and state laws regarding employment practices.

ESSENTIAL JOB FUNCTIONS:
  • Partners with Director of Human Resources, Human Resources Manager, Hiring Leaders, and key stakeholders to develop recruitment strategies, understand position requirements, set expectations, and maintain communications throughout the talent acquisition process.
  • Responsible for and actively participates in all aspects of recruitment and organizational engagement, including candidate sourcing, assessments, pre-employment testing, interviewing, pre-employment screening, regular communication with candidates and managers, onboarding and new hire orientation.
  • Leads and facilitates interviews with hiring manager and panel members, arranges candidate feedback sessions, provides recommendation of hire based on Organizational guidelines.
  • Partner closely with HR Manager to manage the selection and offer process including offer formulation, recommendation, and approval process; extension of verbal offer; offer acceptance and new hire start process.
  • Direct sourcing using proactive tactics (social media, job fairs, networking, and niche resources, etc.). Build and maintain a robust talent pipeline with specific industry and/or functional expertise.
  • Strategic Account Management with key external client groups to include development of talent acquisition strategy using metrics and business objectives identified through partnerships with community, Universities, and technical trade schools.
  • Assists in the internal and external Human Resources sponsored special outreach events and activities such as job fairs, recruitment forums, new employee orientation, staff training, etc.
  • Educate leadership on market trends, cycle times, and other key performance metrics, and leverage knowledge of business goals and mission to effectively design and execute recruiting strategies to achieve business needs.
  • Ensure compliance with all collective bargaining agreements concerning internal postings and other posting obligations and internal transfer applications.
  • Work cooperatively with Human Resources Manager, hiring managers and temporary staffing agencies related to temporary employee requests submitted to Human Resources.
  • Utilizes reporting tools to extract, consolidate and gather data to generate reports from ATS and HRIS systems for key metrics and analyses, such as FTE, attrition, and turnover reports.
  • Tracks, analyzes and utilizes human resources metrics in support of recruitment initiatives.
  • Reviews and analysis current methodologies, workflow, and procedures to improve the efficiency of the recruitment and HR workforce planning.
  • Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and works cooperatively and jointly to provide exceptional HR support.
  • Develops and recommends revision to the ATS tracking system, by working closely with Manager of Human Resources and HRIS to support of Recruitment process.
  • Responsible for reviewing and revising Recruitment Job Aides (Manager and Employee) and Recruitment SOP.
  • Coordination and distribution of ATS work assignments/requisitions for recruitment team, by evaluating current workload volume.
  • Serve as Client Services Vendor contact for ADP Recruitment Management.
  • Serves from time to time as project manager or team member on a variety of subject matter expertise organizational projects or stretch assignments emanating from the Project Management Office (PMO) to implement strategic and organizational goals.
MARGINAL FUNCTIONS:
  • Performs other work-related duties as assigned.
REQUIREMENTS:

Education and Experience:
  • Bachelor's degree in business administration, Human Resource Administration, Public Administration, or a related field.
  • Three (3) years of progressive related field experience in human resources as a generalist or analyst with a focus on workforce planning and full cycle recruitment.
  • Experience with full cycle recruiting in Transit highly desired.
  • An equivalent combination of relevant education and experience will be considered. HART reserves the right to determine the equivalencies of education and experience.
  • Administrator experience with applicant tracking systems (ATS). Implementation experiences a plus.
Machines, Tools, & Equipment Used:
  • Ability to operate small office equipment, including copy machines or multi-line telephone systems, as well as a computer for both data entry, word processing, and/or accounting purposes.
Licenses/Certifications:
  • Valid Florida Driver's License or be able to obtain one within 10 days of hire or moving to the State of Florida.
  • SHRM-CP or SHRM-SCP (or PHR/SPHR) Certification, highly desired.
QUALIFICATIONS:

Knowledge, Skills and Abilities:
  • Demonstrated ability to analyze and identify organizational development needs and recommend programmatic solutions that are "best practices" and are culturally appropriate for the Authority.
  • Ability to work in collaboration with management while implementing best HR workforce planning practices.
  • Exceptional PC skills working with Microsoft Outlook, Word, Excel, Power Point, Visio, and Publisher, and the Internet and Adobe. Excellent verbal and written skills.
  • Experience with administration of SQL/Microsoft Access databases preferred.
  • Technical /reporting experience and HRIS administration experience.
  • Knowledge of federal, state and local laws regulating HR practices and of proper investigative practices including interviewing, documenting and tracking complaints, and testifying in court.
  • Ability to perform work that involves high level issues, processes, or organizational needs that impact the community at large, most of the staff, or both.

  • Work is performed in a standard office environment. Incumbent may sometime be located in an outdoor, street, community, or shop environment.

  • Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
